Objectives

The primary objective of this tender is to appoint a panel of qualified design and engineering consultants to provide advisory, construction, and built environment services for SARS's property portfolio. The engagement aims to support SARS's consolidation and rationalisation initiatives, including relocating staff, implementing alternative workplace strategies (such as hot-desking, remote working, and agile office designs), and ensuring statutory compliance across SARS properties. The services will enhance SARS's capacity to upgrade facilities and fit out new premises over a period of 36 months, with an option to extend for an additional 24 months.

Scope

The scope encompasses:

• Provision of professional design and engineering services across various categories, including fire, civil, structural, electrical, mechanical, energy management, acoustics, solar systems, geotechnical, green building, project and construction management, environmental management, quantity surveying, health and safety, and architectural services.
• Engagement of professionals on either partial/supplementary or fixed assignment basis, covering specific tasks, phases, or technical support throughout the project lifecycle.
• Project stages from inception through close-out, including site inspections, design development, documentation, procurement, construction supervision, and final handover.
• Support for SARS property portfolio management, which includes leased assets from private and public landlords.

Technical Requirements

Bidder must adhere to all relevant legislation and standards, including:

• Legislation such as the Architectural Profession Act, 2000; Engineering Profession Act, 2000; Occupational Health and Safety Act, 1993; and others listed in the tender.
• Professional standards and bodies including ECSA, SACQSP, SACAP, PMSA, SACPCMP, and CBE.

Specific technical requirements include:

• Developing clear project briefs and advising on rights, constraints, and approvals.
• Inspecting sites and advising on necessary surveys and investigations.
• Preparing concept designs, detailed design development, and technical documentation.
• Ensuring designs meet regulatory and statutory requirements.
• Preparing cost estimates, life cycle costs, and procurement strategies.
• Managing construction documentation, site supervision, quality assurance, and contractual claims.
• Finalizing as-built documentation, operation manuals, warranties, and statutory certifications.

Skills Requirements

• Proven expertise and experience in the relevant engineering and design disciplines listed in the scope.
• Capability to manage projects across all lifecycle stages, from inception to close-out.
• Ability to work collaboratively with SARS’s in-house team and other consultants.
• Knowledge of applicable legislation, standards, and professional body requirements.
• Strong project management, technical, and communication skills.
• Capacity to deliver quality services within agreed timelines and budgets.
