Objectives

The primary objective of this tender is to establish a panel of five capable and experienced service providers to deliver various training services to the Ehlanzeni District Municipality over a period of 36 months. The aim is to enhance municipal capacity by providing accredited training interventions aligned with identified organizational needs, skills audits, and development goals.

Scope

The scope encompasses:

• Establishing a panel of accredited training providers.
• Providing a wide range of training interventions as listed in the scope of work, including but not limited to municipal governance, financial management, project management, health and safety, customer service, ICT skills, and specialized courses aligned with SETA and QCTO standards.
• Offering training on an as-and-when-required basis, including development of training manuals, provision of equipment, assessments, and certification.
• Supporting municipal capacity building through various short courses, skills programmes, and learnerships over the contract period.
• Adhering to reporting, monitoring, and evaluation requirements set by the municipality.

Technical Requirements

The technical requirements include:

• Accreditation with relevant SETAs and QCTO for the courses offered.
• Provision of training manuals, equipment, and assessment tools.
• Delivery of training at designated venues or on-site, with inclusive costs for venue, catering, and refreshments where applicable.
• Issuance of certificates upon successful completion of training.
• Compliance with the municipality’s procurement, quality, and reporting standards.
• Participation in compulsory briefing sessions and submission of detailed roll-out plans.
• Provision of detailed pricing schedules for all courses over the three-year period.
• Adherence to the scope of work, including the ability to deliver a broad spectrum of training interventions, including specialized and generic courses.

Skills Requirements

The tender specifies that service providers must demonstrate:

• Experience in delivering municipal and public sector training, supported by reference letters and appointment letters (minimum five years’ experience recommended).
• Qualified personnel including project managers, facilitators, assessors, moderators, and ETD practitioners with relevant academic qualifications, professional registration, and experience.
• Capacity to develop and deliver training aligned with SAQA unit standards, NQF levels, and industry accreditation standards.
• Ability to provide comprehensive training materials, conduct assessments, and issue certificates.
• Financial stability demonstrated through reviewed and audited financial statements for the past three years.
• Compliance with procurement policies, including BBBEE status, local enterprise ownership, and socio-economic contributions.
• Capacity to report on training outcomes and provide feedback within stipulated timeframes.
