Objectives

The primary objective of this tender is to establish a panel of one to three (1-3) professional service providers to deliver services in Town Planning, Land Surveying, and Geotechnical Investigations on an as-needed basis over a period of 36 months. The goal is to enhance municipal service delivery by engaging qualified professionals to undertake relevant built environment activities as required.

Scope

The scope encompasses the provision of professional services across three disciplines:

• Town Planning:
  • Township establishment
  • Change of land use applications
• Land Surveying:
  • Subdivisions
  • Consolidations
  • Registration at the Surveyor General's Office
  • Conveyancing of subdivided properties at the Deeds Office
• Geotechnical Investigations:
  • Geotechnical studies
  • Dolomite stability studies

The services will be provided within the jurisdiction of Rand West City Local Municipality and other areas as determined by the Municipal Manager, based on project requirements.

Technical Requirements

The technical requirements include:

• Adherence to guidelines and tariffs from relevant professional bodies such as SACPLAN, SAGC, and ECSA.
• Provision of qualified personnel with specific experience and registration in their respective fields:
• Town Planning Project Leader and Lead Planner with 3+ years experience and SACPLAN registration
• Land Surveyor with 3+ years experience and SAGC registration
• Geotechnical Engineer/Geologist with 3+ years experience and ECSA/SACNASP registration
• Demonstration of capacity through available human resources, infrastructure, and office equipment.
• Provision of CVs, certified qualifications, and registration certificates for proposed personnel.
• Compliance with local content requirements where applicable.
• Provision of municipal accounts or lease agreements confirming the bidder’s local presence.

Skills Requirements

The successful bidders must demonstrate:

• Experience in undertaking town planning, land surveying, and geotechnical projects at local, provincial, or national government levels.
• Capability to deliver services within the stipulated timeframe and within the geographic scope.
• Ability to mobilize and manage qualified professionals in the relevant disciplines.
• Knowledge of applicable legislation, guidelines, and tariffs from professional councils.
• Capacity to provide services on an as-needed basis over the 36-month contract period.
