The primary objective of this tender is to appoint a panel of qualified service providers to deliver Monitoring and Evaluation (M&E) research services over a period of three (3) years. The scope encompasses conducting various M&E activities including:

  • Ad hoc M&E functions as required

  • Tracking and analyzing the impact of MICT SETA programs and interventions
  • Producing high-quality reports with actionable findings and recommendations
  • Ensuring compliance with applicable laws, regulations, and policies
  • Supporting strategic objectives through evidence-based evaluations

The services will be delivered on an as-and-when required basis, with the panel being operational for three years.

Technical Requirements

The technical requirements include:

  • Provision of comprehensive research and evaluation reports, including inception, draft, and final reports
  • Preparation of PowerPoint presentations summarizing findings and recommendations
  • Adherence to OECD-DAC evaluation criteria: relevance, effectiveness, efficiency, impact, and sustainability
  • Compliance with all relevant legislation, policies, and contractual obligations
  • Data confidentiality and protection in accordance with POPIA and other relevant legislation
  • Quality assurance processes, including review and approval by the Senior Manager: Monitoring and Evaluation
  • Use of standardized data collection instruments and data sets
  • Timely submission of deliverables in electronic formats (PDF, Word, PowerPoint)

Skills Requirements

The successful service providers must demonstrate the following skills and expertise:

  • Experience in conducting at least four (4) different types of research studies, with evidence of approved reports
  • Ability to provide four (4) reference letters from previous clients, indicating experience in impact, tracer, longitudinal, and evaluation studies
  • Strong project management and methodological skills, with a detailed project methodology
  • Qualified team lead with a Master’s degree in Development Studies, Statistics, Research, Monitoring and Evaluation, or Social Sciences, and at least 15 years of relevant experience in leading research projects
  • Support staff with relevant qualifications (Diploma/Degree) and at least 5 years of experience in data collection, enumeration, or related tasks, with proficiency in Microsoft Office
  • Ability to prepare detailed quality assurance and risk mitigation plans
  • Effective team organization and clear delineation of roles and responsibilities
  • Excellent report writing, presentation, and communication skills
