Objectives

The primary objective of this tender is to appoint a qualified Professional Service Provider (PSP) to render comprehensive professional services for the upgrade of the existing infrastructure at Rand-West Agripark, specifically focusing on the upgrading of the Packhouse. The PSP is expected to provide expertise, support, hands-on management, and oversight throughout the project, from design development (Stage 3) to project close-out (Stage 7), ensuring compliance with the Infrastructure Delivery Management System (IDMS) and the Framework for Infrastructure Delivery and Procurement Management (FIDPM).

Scope

The scope of work includes:

• Provision of professional services for the upgrade of existing infrastructure at Rand-West Agripark, including the Packhouse and associated structures.
• Management and oversight of all project stages from design development to close-out.
• Ensuring regulatory compliance with relevant legislation, bylaws, standards, and statutory requirements.
• Conducting condition assessments of existing infrastructure.
• Developing detailed design development reports and construction documentation.
• Managing site access, site activities, and stakeholder engagement.
• Facilitating handover, record-keeping, and final project close-out activities.
• Providing multidisciplinary expertise including civil/structural, electrical/mechanical engineering, occupational health & safety, and social facilitation.

Technical Requirements

The technical requirements include:

• Registration with relevant professional councils (SACAP, ECSA, SACPCMP).
• Provision of a detailed project implementation plan with clear methodologies and timeframes.
• Submission of a comprehensive financial proposal aligned with GPT cost-containment measures, not exceeding 11% of the estimated construction cost.
• Experience in infrastructure projects of similar scope, with references and proof of completed projects.
• Provision of qualified personnel with appropriate CVs, certificates, and proof of registration.
• Insurance coverage with a minimum of R2 million professional indemnity insurance.
• Adherence to project stages, deliverables, and milestones as specified in the scope of work.

Skills Requirements

The successful PSP must demonstrate:

• Strong project management and coordination skills across multidisciplinary teams.
• Technical expertise in civil, structural, electrical, and mechanical engineering relevant to infrastructure upgrades.
• Experience in infrastructure condition assessments, design development, and construction documentation.
• Knowledge of regulatory compliance, standards, and statutory requirements applicable to infrastructure projects.
• Stakeholder engagement and community facilitation skills.
• Ability to prepare detailed project implementation plans, financial proposals, and progress reports.
• Capacity to manage site activities, safety protocols, and project close-out procedures effectively.
