Objectives

The primary objective of the tender is to appoint a professional service provider to undertake planning, design, and construction supervision of the roof replacement at Addington Hospital. The project aims to upgrade and rehabilitate water-damaged buildings, ensuring a maintainable and acceptable roof condition, including corrosion resistance (marine environment), and to address water ingress issues.

Scope

The scope includes, but is not limited to:

• High-level implementation stages (FIDPIM)
• Stage 1: Initiation – site development data, condition assessments, stakeholder engagement, and preliminary reports
• Stage 2: Concept – stakeholder workshops, site analysis, and development of project charter
• Stage 3: Design Development / Detailed Design – produce final design, specifications, and engineering drawings in accordance with standards (SANS 10400, IFC, BIMx, A360)
• Stage 4: Documentation & Procurement – prepare tender documentation, technical specifications, and procurement plans
• Stage 5: Construction Oversight – full inspection, supervision, quality control, and management of construction activities
• Stage 6: Handover – operational transfer, documentation, and user training
• Stage 7: Close-out – final reporting, safety, and project completion documentation

The scope also involves stakeholder engagement, development facilitation, and skills development aligned with CIDB standards.

Technical Requirements

The technical requirements include:

• Adherence to all relevant legislation, regulations, and standards (e.g., Occupational Health & Safety Act, Construction Regulations, SANS 10400)
• Preparation of comprehensive design, specifications, and drawings in BIM-compatible formats (Revit, IFC, etc.)
• Implementation of gateway reviews at designated project stages
• Full supervision and inspection during construction, including quality assurance and safety compliance
• Development of a detailed project programme with regular updates
• Provision of progress reports, safety audits, and documentation at each stage
• Stakeholder engagement and development facilitation to ensure project buy-in and support
• Skills development and training to meet CIDB standards and project goals

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in planning, design, and supervision of roof replacement projects, especially in water-damaged or marine environments
• Capability to produce detailed design documentation compliant with SANS 10400 and IFC standards
• Strong project management skills, including scheduling, cost control, and quality assurance
• Legal and regulatory compliance expertise, including occupational health and safety regulations
• Stakeholder engagement and development facilitation skills
• Skills development capacity aligned with CIDB standards, including training and mentorship of personnel
• Qualified multidisciplinary team including architects, engineers (structural, mechanical, electrical), safety agents, and social facilitators with relevant experience and certifications
