Objectives

The primary objective of the tender is to appoint a professional service provider to undertake planning, design, and construction supervision of the roof replacement at Mahatma Ghandi Hospital. The project aims to upgrade and rehabilitate buildings damaged by water ingress, maintaining the original roof concept with concrete tiles and wooden rafters, replacing damaged waterproofing membranes, and ensuring areas are ponding-free. Internal upgrades include various structural and infrastructural improvements.

Scope

The scope encompasses:

• Planning, design, and supervision of roof replacement works.
• Conducting site assessments, condition reports, and relevant studies.
• Producing detailed design drawings, specifications, and procurement documentation.
• Full oversight and inspection during construction, including liaising with stakeholders, obtaining approvals, and managing project documentation.
• Handover, close-out, and post-project activities including safety, operational manuals, warranties, and final documentation.
• Engagement with stakeholders for project development and development facilitation.

Technical Requirements

The technical requirements include:

• Provision of comprehensive planning, design, and supervision services aligned with relevant standards (SANS 10400, IFC, BIMx, etc.).
• Preparation of detailed drawings, specifications, and technical reports.
• Implementation of health and safety standards in accordance with Occupational Health and Safety Act No 85 of 1993, Construction Regulations 2014, and SARS-CoV-2 guidelines.
• Full inspection and oversight during construction, including safety management, quality control, and compliance with legal and safety standards.
• Preparation of all project documentation, including as-built drawings, warranties, manuals, and close-out reports.
• Engagement with stakeholders and community for project buy-in and support.

Skills and Skills Requirements

The project requires a multidisciplinary team with the following skills and expertise:

• Project Management (minimum 6 years post-registration experience, preferably SACPCMP registered)
• Architectural Design (minimum 10 years post-registration, registered with relevant body)
• Structural Engineering (minimum 6 years post-registration, registered with ECSA)
• Mechanical Engineering (minimum 6 years post-registration)
• Electrical Engineering (minimum 6 years post-registration)
• Construction Health and Safety Agent (minimum 5 years post-registration)
• Stakeholder and Community Engagement Skills
• Environmental and Geotechnical Investigation Skills (if applicable)
• Experience in water-damaged building rehabilitation and roofing projects
• Capacity to develop and implement development facilitation and stakeholder engagement strategies
• Skills development and training capacity aligned with CIDB standards and the Contract Skills Development Goal (CSDG)

All team members must demonstrate relevant qualifications, registration, and experience as specified in the tender documentation.
