Objectives

The primary objective of this tender is to appoint a Research Council or research institution to collaborate with SANEDI in providing targeted technical, research, and implementation support to municipalities. The aim is to address technical, institutional, and capacity challenges faced by municipalities in executing energy projects, thereby enhancing the success, sustainability, and standardization of municipal energy initiatives aligned with national energy and climate goals.

Scope

The scope of work includes, but is not limited to:

• Baseline Assessment and Diagnostic Analysis: Conduct comprehensive evaluations of existing municipal services, systems, and frameworks to identify gaps and opportunities for optimization.
• Regulatory and Policy Review: Review relevant policies, legislation, and regulations to assess alignment and compliance, providing recommendations for improvement.
• Data Analytics and Modelling: Apply advanced analytical techniques to support diagnostics, forecasting, and scenario analysis, including developing decision-support tools.
• Applied Research and Technical Studies: Design and implement practical research projects to support municipal service improvements.
• Case Study Development and Best Practice Analysis: Document successful models and lessons learned to facilitate knowledge sharing.
• Development and Standardization of Tools and Frameworks: Create, review, and standardize operational tools, frameworks, and procedures.
• Stakeholder Engagement and Capacity Building: Facilitate workshops, consultations, and training to transfer knowledge and build capacity within municipalities.
• Reporting: Prepare detailed reports, policy notes, and presentation materials to communicate findings and recommendations.

Technical Requirements

The proposals must demonstrate:

• Relevant experience in energy research or energy technical projects within municipalities.
• Technical expertise in conducting assessments, policy reviews, data analytics, modelling, and applied research.
• Capability to develop practical tools, frameworks, and best practice models.
• Experience in stakeholder engagement, capacity building, and knowledge transfer.
• Ability to deliver high-quality technical reports and analytical briefs.
• Compliance with SANEDI’s contractual and procedural standards, including confidentiality and data security protocols.

Skills Requirements

The successful service provider should possess:

• Strong technical expertise in energy systems, municipal energy projects, and related research methodologies.
• Experience in conducting diagnostic assessments, policy analysis, and data-driven modelling.
• Proven ability to develop and standardize operational frameworks and tools.
• Excellent stakeholder engagement, facilitation, and capacity building skills.
• Strong report writing, presentation, and communication skills.
• Ability to work collaboratively within a multidisciplinary team and adapt to project needs.
