Objectives

The primary objective of this tender is to appoint a qualified service provider, firm, or consortium to undertake the recordal of land use and land rights for the Bolata Traditional Council within an 8-month period. The process aims to formalize land tenure, improve land management, support spatial planning, enhance service delivery, and facilitate economic development by establishing accurate land ownership and land rights records for Bolata Village.

Scope

The scope of work includes:

• Developing a digital platform and GIS-based tools (e.g., ESRI ArcGIS Field Maps, Survey 123, Dashboard) in collaboration with the Department of Land Reform and Rural Development (DLRRD).
• Conducting household data collection and land rights surveys within Bolata Village, guided by standardized survey tools.
• Verifying, completing, and analyzing land use and land rights data, identifying gaps, and creating georeferenced maps.
• Creating a comprehensive land rights register and digital maps, including final reports, manuals, and 3D models.
• Providing training manuals in English and Sesotho, and ensuring the platform is user-friendly for non-technical users.
• Delivering an interactive online dashboard for data visualization and management.
• Ensuring data compatibility with GIS standards and ownership transfer to DLRRD.
• Including skills development and capacity building for local candidates and stakeholders.

Technical Requirements

The technical requirements include:

• Development of a GIS-based digital platform (preferably web and mobile compatible) for land use and land rights documentation.
• Use of ESRI ArcGIS tools (Field Maps, Survey 123, ArcGIS Pro, Online) for data collection, analysis, and visualization.
• Capture of land use, land rights, and household data for all stands within Bolata Village.
• Creation of georeferenced maps, 3D models, and printable maps in digital formats.
• Provision of training manuals and user guides in English and Sesotho.
• Delivery of source code, data, user credentials, and comprehensive documentation.
• Implementation of a secure, interactive dashboard with basic search, data entry, and reporting functionalities.
• Adherence to ISO 19115 and SANS 1878 standards for spatial data.
• Inclusion of skills transfer and capacity building for local candidates and stakeholders.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in GIS, land rights documentation, and spatial data management.
• Competence in developing GIS platforms using ESRI ArcGIS Suite (Field Maps, Survey123, ArcGIS Pro, ArcGIS Online).
• Experience in land use surveys, land rights registration, and community engagement.
• Ability to produce georeferenced maps, 3D models, and digital reports compatible with GIS standards.
• Capacity to train and transfer skills to local government officials, traditional leaders, and community members.
• Qualified personnel including GIS specialists, land surveyors, and project managers with relevant certifications and experience.
• Capacity to deliver within the stipulated 8-month timeframe, with clear project management and reporting mechanisms.
