Objectives

The primary objective of this tender is to appoint a credible, accredited service provider to deliver cleaning and hygiene services at CETA Head Office and provincial offices for a period of 36 months. The goal is to maintain clean, safe, and functional working environments across all locations.

Scope

The scope of work includes:

• Provision of cleaning and hygiene services at CETA Head Office and nine provincial offices.
• Deployment of cleaning staff, including supervisors and personnel, across multiple sites with specified gender preferences.
• Carrying out cleaning tasks such as dusting, disinfecting, waste disposal, and specialized cleaning of offices, boardrooms, passages, storerooms, server rooms, kitchens, bathrooms, windows, and basements.
• Provision and maintenance of hygiene equipment and consumables, including sanitary bins, dispensers, soap, paper towels, and toilet paper.
• Management of cleaning schedules, reporting, health and safety compliance, and staff training.

Technical Requirements

The technical scope includes:

• Cleaning of approximately 3,500 square meters at Head Office.
• Deployment of 12 cleaners plus 1 supervisor at Head Office, with additional staff at provincial offices, totaling 120 personnel estimated.
• Adherence to specified cleaning frequencies: daily, bi-annual, monthly, quarterly, and weekly tasks for various areas.
• Use of approved disinfectants (70% alcohol-based, SABS/SANS approved), detergents, and cleaning equipment as listed in the tender documents.
• Provision of minimum equipment and consumables, including mops, cloths, gloves, vacuum cleaners, and cleaning chemicals.
• Implementation of hygiene services such as waste disposal, sanitizer dispensers, soap dispensers, air fresheners, and toilet paper supplies.
• Compliance with health and safety protocols, environmental standards, and COVID-19 protocols (if applicable).

Skills Requirements

The skills and qualifications required include:

• Qualified and experienced supervisors with relevant certifications and CVs, not older than six months.
• Cleaners must be properly trained, representable, and identifiable with uniforms and name tags.
• Proven experience in cleaning and hygiene services, supported by reference letters (minimum of three), verified for authenticity.
• Knowledge of cleaning procedures, disinfectant use, and safety standards.
• Understanding of health and safety management, including the preparation of site safety files and compliance with relevant policies.
• Ability to prepare and submit detailed methodology, approach, and environmental health and safety plans.
