Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake an electrical infrastructure upgrade at the CIDB Head Office in Centurion. This includes the supply and installation of a 1250 KVA transformer, removal of the existing transformer, DB rewiring, lighting and small power rectification, earthing and lightning protection upgrades, along with a comprehensive three-year maintenance service to ensure ongoing safety, compliance, and operational efficiency.

Scope

The scope of work encompasses:

• Decommissioning, removal, and disposal of the existing transformer.
• Supply, installation, and commissioning of a new 1250 KVA, 11kV/400V transformer.
• Electrical installation works including rewiring of distribution boards (DBs), load balancing, and system upgrades.
• Replacement of obsolete lighting fittings with LED alternatives, including floodlights and exterior lighting.
• Installation of isolators, sockets, earth leakage devices, PVC pipes, trunking, cable trays, and ladders.
• Re-issuance of as-built drawings and Certificates of Compliance (CoC) upon completion.
• Maintenance of the new transformer and electrical installations for three years post-installation.

Technical Requirements

The technical scope includes:

• Compliance with relevant standards such as SANS 10142-1, SANS 10299, SANS 780/IEC 60076, and SANS 10292.
• Proper planning, risk assessment, and safety measures for transformer removal, installation, and energization.
• Use of certified lifting equipment, PPE, and adherence to safety protocols during all lifting and installation activities.
• Implementation of a detailed lifting plan, including risk mitigation and competent personnel.
• Pre-energization testing, including insulation resistance, turns ratio, dielectric strength, and protection relay tests.
• Gradual energization procedures with monitoring of inrush currents, voltages, and system stability.
• Post-energization thermal imaging, oil sampling, and continuous monitoring for three years.
• Implementation of safety measures for confined spaces, working at heights, and hazardous environments.
• Proper management of oil spill response, waste disposal, and environmental protection.

Skills and Competency Requirements

The tender mandates that bidders demonstrate:

• Proven experience with similar transformer installation and electrical upgrade projects, supported by project references and certificates.
• Qualified personnel including:
• Licensed Electrical Engineers (Pr.Eng or Pr.Tech.Eng) with at least 5 years of relevant experience.
• Qualified and registered installation electricians (N6/TradeTest Certificate, IE or MIE registration).
• Authorized personnel for MV switching (minimum NQF Level 5/6 with MV switching authorization).
• Qualified safety officers and health & safety personnel with SACPCMP registration.
• Capability to prepare and implement comprehensive health and safety plans, risk assessments, and method statements.
• Ability to manage environmental risks, oil spill response, and waste disposal in compliance with legislation.
• Proficiency in project management, documentation, and reporting, including as-built drawings, test certificates, and maintenance manuals.
• Demonstrated understanding and compliance with all relevant safety, environmental, and legislative standards.

In summary, the successful bidder must possess the technical expertise, qualified personnel, and proven track record to deliver a safe, compliant, and efficient electrical upgrade with ongoing maintenance support.
