Objectives

The primary objective of this tender is to appoint a qualified service provider to handle hazardous waste management activities, including classification, provision, collection, transportation, treatment, and disposal of hazardous waste for a period of three (3) years. The service aims to ensure environmentally responsible handling of hazardous waste generated by the Department of Agriculture & Rural Development, particularly at Allerton Veterinary Laboratories.

Scope

The scope of work encompasses:

• Hazardous waste classification and provision of appropriate containment and handling materials.
• Collection and transportation of hazardous waste, including laboratory chemicals, asbestos, fluorescent tubes, and other specified wastes.
• Transportation using registered vehicles with valid dangerous goods licenses, equipped with "clean" and "dirty" compartments.
• Treatment of hazardous waste at authorized facilities, ensuring compliance with health and environmental legislation.
• Provision of waste containers, sharps containers, and biohazardous waste containers as per standards.
• Reporting, documentation, and compliance with relevant legislation and standards.

Technical Requirements

The technical requirements include:

• Vehicles must be registered with the Department of Transport as dangerous goods carriers, displaying valid license discs and operator cards.
• Vehicles should have separate "clean" and "dirty" compartments and be maintained in a "clean" condition.
• Transportation vehicles must comply with SANS standards (SANS 10231:2010, SANS 1518:2008, SANS 10232 parts 1-4:2007).
• Use of approved containers for sharps, infectious, anatomical, and pharmaceutical waste, with appropriate volumes and safety features.
• Waste treatment must be performed at licensed facilities, with proof of compliance and proper disposal documentation.
• All waste must be handled and transported in accordance with the Nations’ recommendations for the transportation of dangerous goods.
• Service providers must provide detailed documentation for each consignment, including receipt, disposal, and compliance certificates.

Skills and Competency Requirements

The bidder must demonstrate:

• Proven experience in hazardous waste management, supported by reference letters and contract evidence (maximum 10 points).
• Financial capacity to support operations, evidenced by a minimum credit facility of R200,000 or equivalent legal funding instruments.
• Qualified personnel with training in hazardous waste handling, including supervisors trained in safety and environmental protocols.
• Registered vehicles with valid licenses and operator cards, capable of transporting hazardous waste safely.
• Compliance with all relevant legislation, including waste management licenses, ISO 14001 certification, and asbestos contractor registration where applicable.
• Capacity to provide timely collection, transportation, treatment, and disposal services, with evidence of operational resources.
• Ability to produce accurate reports, maintain documentation, and ensure environmental and health safety standards are met throughout the contract duration.
