Objectives

The primary objective of this tender is to appoint a qualified service provider to implement, support, and maintain a Property Management System based on Oracle Siebel technology for a period of 36 months. The system aims to replace legacy valuation systems, enhance operational efficiency, ensure compliance with relevant legislation such as the Municipal Property Rates Act (MPRA), and facilitate integration with other municipal systems like MSCOA. The project seeks to modernize property valuation and rates clearance processes, improve data accuracy, automate workflows, and support the General Valuation 2026 cycle and future valuations.

Scope

The successful service provider will be responsible for:

• Providing a comprehensive Oracle-based Property Valuation Management System capable of handling multiple General and Supplementary Valuations, including inspections, modelling, quality control, objection management, appeals, and roll publication.
• Configuring and customizing the system to support end-to-end valuation processes in full compliance with MPRA and MSCOA requirements.
• Ensuring full integration and synchronization with external datasets and national systems, including Section 49 notices, objection and appeal outcomes, and Section 78 correspondence.
• Developing a secure, user-friendly external portal for property owners and stakeholders to access services such as SMS notifications, registered post management, and compliance records.
• Implementing a comprehensive management and reporting module for system changes, decision-making, and council reporting structures.
• Supporting on-site and remote assistance during implementation, data migration, testing, and go-live phases.
• Incorporating a valuation engine supporting CAMA (Computer-Assisted Mass Appraisal) modelling and interoperability with external national data sources.
• Providing ongoing support, maintenance, and support services for a period of three years, including routine monitoring, incident management, and system enhancements.

Technical Requirements

The technical scope includes:

• Implementation of an Oracle Siebel-based Property Valuation Management System supporting multiple General and Supplementary Valuations.
• Configuration and customization to support end-to-end valuation workflows, including inspections, modelling, quality control, objections, and appeals.
• Full integration with external datasets and national systems, ensuring seamless data exchange and synchronization.
• Development of secure external portals for stakeholders, with functionalities for notifications, compliance tracking, and record management.
• Provision of a comprehensive reporting module for system management, compliance, and decision-making.
• Support for interoperability with MSCOA and other national systems, including notices and correspondence related to valuations.
• Support for CAMA modelling and valuation engine functionalities.
• Support and maintenance services, including routine monitoring, incident resolution, system updates, and user support over 36 months.

Additional technical considerations include ensuring system security, user-friendliness, scalability, and compliance with relevant legislation and standards.
