Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply, installation, and maintenance of a hybrid photovoltaic (PV) solar system for SANAS's head office over a period of 36 months. The system aims to meet SANAS’s energy demands, enhance system reliability, achieve cost savings, and support long-term sustainability goals by reducing reliance on grid power and ensuring continuous operation during load shedding or outages.

Scope

The scope of work includes:

• Supply, delivery, and installation of a hybrid PV solar system comprising three-phase inverters, PV modules, mounting structures, battery energy storage, cabling, distribution boards, protection systems, networking, changeover panels, and grid connection.
• Obtaining structural and municipal approvals necessary for installation.
• Designing the system tailored to SANAS’s building roof, which is Safintra Kliplok 700 Chromadek, with orientation considerations for optimal PV generation.
• Ensuring compliance with statutory requirements, including submission of applications for SSEG (Small-Scale Embedded Generation) to the City of Tshwane, registration with NERSA, and installation of fire safety switches.
• Providing training on system operation and bypass procedures.
• Performing ongoing maintenance and repairs as required throughout the contract period.

Technical Requirements

The technical specifications for the hybrid PV system include:

• DC system size: 151.8 kWp
• Nominal AC power of inverter: 150 kW, three-phase
• Number of PV modules: 216 x 600 W
• Mounting structure: Kliplok flush mount
• Number of inverters: 1 x 150 kW
• PV modules warranty: 12 years
• Batteries: Lithium iron, 300 kWh capacity, with a 5-year warranty
• Expected annual energy yield: approximately 176.76 MWh
• Roof area available: approximately 1500 m² with a minimum live load capacity of 30 kg/m²
• System must manage energy from PV panels, batteries, standby generators, and the grid, supporting at least 10% overload for 1 minute.
• Compliance with relevant standards, including electrical and safety regulations, and professional engineering sign-off.

Skills and Qualifications Requirements

The bidder must demonstrate:

• Significant expertise in the supply, installation, and maintenance of hybrid PV solar systems.
• Experience in designing systems tailored to specific roof types and orientations, with detailed system configuration drawings and maintenance plans.
• Qualified personnel, including at least three team members with a minimum of 5 years’ experience in PV solar system installation, CVs, and valid certificates such as ECSA registration for engineers and electricians.
• Capability to handle statutory compliance processes, including submission and registration of SSEG applications, NERSA registration, and adherence to municipal requirements.
• Registered electrical contractors with the Department of Labour.
• Provision of training on system operation, bypass, and maintenance procedures.
• Ability to provide ongoing maintenance, repairs, and technical support for the duration of the contract.
