Objectives

The primary objective of this tender is to appoint a service provider to design and reconstruct Unit 19 at Flamingo Industrial Park, which was damaged by fire. The overall goal is to deliver a turnkey solution that includes designing, rebuilding, and procuring necessary equipment for the unit's operation. The project aims to conduct a detailed site assessment, ensure the reconstructed facility is modern, safe, sustainable, and attractive to tenants, and to contribute to local economic regeneration, job creation, and community service delivery.

Scope

The scope encompasses the full design and reconstruction of Unit 19, including:

• Assessment of existing structures and development of detailed designs compliant with industry standards.
• Preparation of construction documentation and procurement of materials.
• Construction, refurbishment, and installation of utilities (power, water, sanitation, ICT).
• Demolition of irreparable structures, site preparation, civil and structural works.
• Installation of essential utilities and infrastructure.
• Quality control, safety management, environmental and social impact management.
• Handover, commissioning, and submission of as-built documentation.

The project is to be executed in stages: detailed design development, documentation and procurement, contract administration, construction, and close-out, with a total duration of approximately 12 months.

Technical Requirements

• Assessment and detailed design of the existing structure to meet industry standards and aesthetic harmony with the existing industrial park.
• Development of detailed construction drawings, specifications, and procurement documentation.
• Compliance with legal, statutory, and best practice construction standards.
• Implementation of modern, safe, and environmentally friendly infrastructure, incorporating smart building technologies where possible.
• Demolition and site clearance of irreparable structures.
• Installation of utilities and infrastructure, including power, water, ICT, and sanitation.
• Provision of as-built drawings, compliance certificates, and guarantees upon completion.
• Engagement with local contractors and service providers, prioritizing local participation where skills are available.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in design and build projects of similar scope and value (preferably exceeding R10 million).
• Capability to deliver the project within 12 months, with a detailed project plan.
• Qualified and registered professionals, including:
• Project Manager (South African Council for Project and Construction Management Profession)
• Architect (SACAP registration)
• Quantity Surveyor (South African Council for the Quantity Surveying Profession)
• Structural, Civil, Electrical, Mechanical Engineers (ECSA registration)
• Health and Safety Officer (SACPCMP registration)
• Construction team members with relevant NQF 6 qualifications and over 5 years of experience, including site supervisors and civil/structural supervisors.
• Ability to produce detailed CVs, proof of registration, and professional indemnity cover of at least R2,000,000 for each professional discipline.
• Capacity to work with local contractors and suppliers, ensuring participation of local skills and resources.
