Objectives

The primary objective of this tender is to appoint a qualified service provider to implement, operate, support, and maintain an advanced Traffic Contravention Management System (TCMS). The system must include modules for traffic law enforcement, accident management, vehicle impoundment, and integration with existing municipal and national systems. The successful provider will deliver a comprehensive solution that enhances revenue collection, enforces traffic laws efficiently, and integrates with law enforcement and judicial processes, including camera and manual notices, summons, and offender tracking.

Scope

The scope of work encompasses:

• Supply, delivery, installation, and commissioning of the Traffic Contravention Management System, including hardware, software, and camera infrastructure.
• Implementation of modules for Section 56, Section 341, and Section 54 contraventions, including ANPR (Automatic Number Plate Recognition) cameras and enforcement tools.
• Development of interfaces for uploading camera images, integrating with e-NaTIS, and supporting various camera suppliers approved by SABS.
• Provision of training, support, and maintenance services for the system.
• Management of traffic notices, summonses, warrants of arrest, and offender tracing functionalities.
• Inclusion of an accident management module and a roadblock ANPR module for vehicle tracking and offender enforcement at roadblocks.
• Compliance with legal directives, including the National Director of Public Prosecutions’ requirements and AARTO legislation.
• Provision of reporting, data management, and system administration functionalities.

• Support for partial payments, control registers, court registers, and administrative data management.
• System support for offline and online operations, including offline database for roadblock notices and manual enquiries.
• ANPR camera integration with automatic vehicle registration recognition, matching against outstanding notices and warrants.
• Roadblock module capable of vehicle scanning, manual enquiries, and offender arrest facilitation.
• Support for multiple camera types and enforcement modules (Sections 56, 341, 54).
• Implementation of user management with password policies, role-based permissions, audit logs, and user activity reports.

System Capabilities & Reporting

• Generation of daily, weekly, and batch reports for contraventions, summons, and offender tracking.
• Support for online fine payments, call center support, and public interface via the ViewFines website.
• Support for Warrant of Arrest execution, offender tracing, and integration with law enforcement databases.
• Implementation of risk management, data integrity, and liability prevention measures.
• Provision for phased implementation, including transition strategies to ensure no loss of offences or data.

Security & Compliance

• Adherence to legal directives, including the Criminal Procedure Act, AARTO, and relevant municipal policies.
• Data security, user authentication, and audit trail functionalities.
• Support for integration with existing municipal and national systems, including e-NaTIS and SAPS databases.
• Support for system updates, maintenance, and new releases under a Service Level Agreement (SLA).

Additional Technical Requirements

• Provision of sample images from approved SABS cameras and enforcement cameras.
• Operational reports for ANPR and enforcement functionalities.
• Detailed camera rollout strategy and responsibilities distribution.
• Risk mitigation strategies, including public liability and data accuracy measures.
