Objectives

The primary objective of this tender is to appoint a qualified service provider to perform routine maintenance of the HVAC system at the CIDB Head Office in Centurion for a period of three years. The aim is to ensure the HVAC system operates efficiently, maintains thermal comfort, indoor air quality, and humidity control, while complying with relevant safety and environmental standards.

Scope

The scope of work includes:

• Routine maintenance of various HVAC components such as chillers, split units, fans, fan coil units, rooftop units, and associated electrical and control systems.
• Conducting testing, commissioning, and pressure testing of HVAC systems as per standards (e.g., SANS 10147).
• Providing safety and compliance measures, including adherence to relevant standards (SANS, OHS Act, etc.).
• Preparing and submitting quarterly maintenance reports, close-out documentation, and certification upon project completion.
• Implementing a three-year preventative maintenance plan with activities scheduled quarterly, bi-annually, or annually as specified.
• Managing system upgrades or replacements based on performance evaluations.

Technical Requirements

The technical requirements encompass:

• Maintenance of specific HVAC equipment including:
• Clivet WSAT-XSC150F chillers (R-410A refrigerant, 35kg charge)
• Air Options MACP350 units
• System-air axial fans and rooftop units
• Fan coil units connected to chillers
• Extraction fans in basement and parking areas
• Compliance with relevant standards such as SANS 10400, SANS 10147, SANS 204, and OHS Act regulations.
• Conducting system testing including coil cleaning, refrigerant level checks, electrical inspections, and control testing.
• Pressure testing and certification to ensure system integrity and performance.
• Proper handling and disposal of refrigerants and hazardous chemicals in accordance with environmental and safety regulations.
• Provision of necessary safety measures during maintenance activities, including fall protection, electrical lockout, and confined space procedures.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in HVAC system maintenance, installation, and commissioning, supported by appointment letters and project certificates for similar scope projects within the last 5 years.
• Qualified personnel including:
• HVAC technicians with relevant diplomas or trade certificates (e.g., SARACCA certification), with a minimum of 60 points in experience and competency.
• Electricians with engineering or electro-mechanical trades qualifications, with at least 30 points in relevant experience.
• CVs of key personnel, certified and recent (not older than 3 months), demonstrating relevant skills and project experience.
• Demonstrated knowledge of safety standards, environmental regulations, and maintenance procedures.
• Ability to prepare and implement comprehensive health and safety plans, including risk assessments, method statements, and emergency procedures.
• Capacity to conduct system testing, pressure certification, and system performance evaluations.
• Provision of adequate resources, tools, and safety equipment for safe execution of maintenance activities.

Summary

The successful service provider must possess relevant experience, qualified personnel, and demonstrate technical competence in HVAC maintenance, system testing, safety compliance, and environmental management to ensure the efficient and safe operation of the CIDB HVAC systems over the three-year contract period.
