Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver a Compliance Monitoring Solution that will enable TCTA to effectively manage and track its compliance obligations related to funding agreements, project documents, and legal requirements over a period of 60 months. The solution aims to prevent events of default, ensure timely reporting, and maintain good lender relationships by providing a customizable, automated system for compliance oversight, reporting, and audit trail management.

Scope

The scope encompasses the provision of a comprehensive Compliance Monitoring Solution that includes document management, data extraction, checklist creation, compliance tracking, alerts, task assignment, scheduling, reporting, dashboard overview, deadline management, audit trail, and compliance history. The solution must be capable of integrating with TCTA’s existing processes, supporting multiple projects and transaction documents, and providing real-time status updates. Additionally, the scope involves training, support, and maintenance services throughout the contract duration of 60 months.

Technical Requirements

• Implementation of a document management system for storing and retrieving transaction documents, agreements, and correspondence, with metadata tagging and ISO standards compliance.
• Automated data extraction and review capabilities to identify and categorize compliance and reporting requirements from documents.
• Creation and maintenance of digital checklists for compliance and reporting obligations, with modification capabilities for updates and new agreements.
• Tracking and recording of compliance status, including fields such as document ID, project details, responsible personnel, clause references, status, consequences, and remedy periods.
• Automated alerts and reminders for approaching deadlines, escalation mechanisms, and notifications via email or messaging platforms.
• Task assignment and real-time monitoring of progress related to compliance activities.
• Scheduling and generation of customizable compliance and financial reports, with evidence collection and status updates.
• Dashboard providing a centralized, real-time overview of all compliance requirements, statuses, and risks, with visual indicators.
• Deadline management features, including tracking, prompting, and escalation of overdue or upcoming compliance tasks.
• Audit trail and historical compliance records for accountability and performance review.
• Support for integration with existing systems, user roles, and access controls aligned with ISO standards.

Skills Requirements

• Proven experience in delivering Compliance Monitoring Solutions, with at least three (3) successfully implemented projects, supported by reference letters.
• Technical expertise in document management systems, data extraction, workflow automation, and reporting tools.
• Capability to customize and configure the solution to meet specific compliance and reporting requirements.
• Strong project management skills to ensure timely delivery, training, and support over the 60-month contract period.
• Experience in providing user training, including workshops, guided sessions, and role-based training.
• Support and maintenance capabilities, including remote and on-site assistance, to ensure continuous system availability and performance.
• Knowledge of legal, financial, and regulatory compliance frameworks relevant to TCTA’s operations.
• Ability to develop and implement automated alert systems, dashboards, and audit trails for compliance oversight.
