Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive travel management services to the Eastern Cape Rural Development Agency (ECRDA) for a period of three (3) years. The services aim to facilitate efficient, cost-effective, and compliant travel arrangements for ECRDA’s employees, officials, contractors, and clients, supporting the agency’s mandate to promote rural development, private sector participation, and agrarian transformation within the province.

Scope

The scope of work includes:

• Provision of end-to-end travel management services for all travelers on behalf of ECRDA, both locally and internationally.
• Management of reservations, bookings, refunds, and non-refundable airline tickets.
• Handling group bookings, negotiated rates, and securing cost-effective routing and accommodation.
• Providing after-hours and emergency support services.
• Ensuring compliance with ECRDA’s travel policies and Treasury’s cost containment measures.
• Consolidation and management of invoices, refunds, and supplier payments.
• Implementation of technology solutions such as booking systems, reporting tools, and integration with ECRDA’s ERP system.
• Providing value-added services including destination information, travel alerts, VIP services, and risk management.
• Conducting quarterly and annual travel reviews and performance assessments.
• Supporting office management functions related to travel operations, training, and capacity building.

Technical Requirements

The technical criteria for evaluation include:

• Provision of a detailed transition plan to ensure seamless service without interruptions.
• Submission of reference letters from at least three recent clients of similar size and scope.
• Proof of membership with the Association of South African Travel Agents (ASATA).
• Demonstration of experience managing reservations, refunds, and complex itineraries.
• Capability to manage negotiated rates, group bookings, and cost-effective routing.
• Availability of 24/7 after-hours and emergency support with documented SOPs.
• Effective communication processes linking travelers, bookers, and the TMC.
• Implementation of financial management processes including invoicing, bill-back accounts, and reconciliation.
• Provision of management information, reporting, and integration capabilities with ECRDA’s systems.
• Robust account management structure, quality control, and customer satisfaction mechanisms.
• Provision of value-added services and strategic cost-saving initiatives.

Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in travel management, including handling corporate and government travel.
• Proficiency in using global distribution systems (GDS), online booking tools (OBT), and self-booking platforms (SBT).
• Ability to manage complex itineraries, group bookings, and negotiated rates.
• Strong technological capabilities for booking, data management, and reporting.
• Excellent communication and client management skills to ensure seamless workflow and high service standards.
• Capacity to provide 24/7 emergency support and after-hours services.
• Capability to conduct regular performance reviews, customer satisfaction surveys, and continuous improvement initiatives.
• Knowledge of relevant policies, regulations, and cost containment measures applicable to government travel.
• Proven ability to implement cost-saving strategies and value-added services.
