Objectives

The primary objective of this tender is to appoint a service provider to review and draft the ATNS Hedging Policy and related disclosures. The project aims to ensure that the policy aligns with ATNS’s strategic objectives, risk appetite, and regulatory requirements, while also enhancing internal governance, compliance with accounting standards (notably IFRS 9), and effective risk mitigation practices.

Scope

The scope includes:

• Review of the existing hedging policy for the 2026/27 year-end, assessing alignment with strategic and regulatory frameworks.
• Evaluation of current hedging practices and their effectiveness in mitigating market risks such as FX, interest rate, inflation, and counterparty credit risk.
• Assessment of the policy’s clarity regarding objectives, roles, responsibilities, and approval processes.
• Analysis of the completeness of risk categories addressed and the appropriateness of hedging instruments used (forwards, swaps, options, natural hedges, etc.).
• Identification of gaps and proposing enhancements to the policy, controls, systems, and governance structures.

Technical Requirements

The technical requirements include:

• Provision of a comprehensive review of the current hedging policy’s compliance with IFRS 9, regulatory standards, and internal governance.
• Evaluation of the effectiveness of existing hedging strategies and instruments.
• Development of recommendations for policy improvements, including controls, systems, and governance frameworks.
• Preparation of detailed documentation supporting the review and proposed draft policy.
• Demonstration of understanding of market risks, emerging risks, and best practices in hedging strategies.

Skills Requirements

The successful bidder must demonstrate:

• Experience in reviewing and drafting hedging policies and IFRS 9 compliance, with a minimum of 5 years in relevant roles.
• Expertise in treasury risk management, including FX, interest rate, inflation, and credit risk mitigation.
• Proven ability to analyze and improve risk management frameworks and controls.
• Capability to develop comprehensive reports, policies, and recommendations aligned with industry best practices.
• Strong project management skills to meet deadlines within the 2026/27 year-end timeframe.
• Relevant professional qualifications and certifications in finance, treasury, or risk management.
