Objectives

The primary objective of this tender is to appoint a qualified service provider for the supply, delivery, installation, and maintenance of ultrasonic prepaid water meters in Eendekuil, Bergrivier Municipality, from 1 July 2026 to 30 June 2029. The initiative aims to modernize water management systems, ensure effective service delivery, enhance revenue collection, and provide accurate metering compatible with the existing vending system (Ontec Systems).

Scope

The scope includes:

• Supply of ultrasonic prepaid water meters that meet specified standards and are compatible with the municipality’s current vending system.
• Delivery of meters to designated locations within the municipal area.
• Installation of meters at identified sites.
• Provision of maintenance services over the contract period.
• Testing meters for compatibility and functionality prior to installation.
• Provision of proof of compatibility and successful testing.
• Provision of meters for all towns within the municipal jurisdiction as needed over 36 months.

Technical Requirements

The technical specifications for the meters include:

• Type: Polymer-bodied ultrasonic water meters, 15mm size, compliant with SANS 1529-1:1994 and Legal Metrology Act 9 of 2014.
• Approval: Must be SANS/SABS approved with supporting documentation (certificates, ISO standards, calibration certificates).
• Accuracy: Conformance to SANS 1529-9:2008 standards, with readings to three decimal places.
• Markings: External, visible, indelible serial numbers relating to the year of manufacture.
• Display: Clear, easy-to-read volumetric readings in cubic meters, with instantaneous and cumulative flow readings.
• Data Storage: Ability to store daily readings for 12 months and monthly totals for 3 years.
• Material: Robust, durable, non-corrosive parts, water-resistant in contact with water.
• Sealing: Components influencing readings must be sealed to prevent unauthorized access.
• Compatibility: Must be compatible with the municipality’s vending system (Ontec Systems) and support STS 2 standards.
• Controller: Prepaid water controller (e.g., PWC 500 or equivalent) compliant with STS 2, with LCD display indicating operational modes.

Skills and Skills Requirements

The service provider must demonstrate:

• Technical expertise in water meter supply, installation, and maintenance.
• Experience with ultrasonic water meters, including successful implementation within the last five years.
• Capability to test meters for compatibility with existing vending systems and provide proof of successful testing.
• Qualified personnel, including registered plumbers with valid certifications (PIRB, IOPSA).
• Ability to provide ongoing maintenance and support services over the contract period.
• Knowledge of relevant standards (SANS, ISO, Legal Metrology) and certification requirements.
• Experience in working within municipal environments and adhering to procurement and safety regulations.
