Objectives

The primary objective of this tender is to appoint a service provider to deliver transport services for normal day workers traveling to and from Matla Power Station to Middelburg Eskom Distribution Customer Network Centre (CNC). The contract aims to ensure reliable, efficient, and compliant transportation over a period of 5 years, supporting Eskom’s operational needs and workforce mobility.

Scope

The scope of the tender includes:

• Provision of transport services for day workers commuting between Matla Power Station and Middelburg Eskom CNC.
• Duration of the contract: 60 months (5 years).
• Adherence to safety, environmental, and health requirements as specified by Eskom.
• Compliance with Eskom’s environmental management system (ISO14001) and safety policies.
• Implementation of skills development initiatives and local procurement content targets.

Technical Requirements

The technical requirements include:

• Compliance with Eskom’s safety and health standards, including submission of safety documentation such as OHS policies, risk assessments, and good standing certificates.
• Adherence to environmental management commitments, including maintaining an Environmental Management System (ISO14001:2015) and providing proof of compliance.
• Provision of transport vehicles suitable for daily worker commuting, meeting safety and operational standards.
• Implementation of environmental and safety measures, including pollution prevention and waste management.
• Reporting and monitoring of SDL&I (Skills Development, Local Content & Industrialization) obligations, including progress on skills development and local procurement targets.
• Submission of required documentation within specified timeframes, including safety acknowledgment forms, environmental commitments, and compliance reports.

Skills Requirements

The skills requirements focus on:

• Capacity to develop and implement skills development programs targeting unemployed candidates, including drivers and other operational roles, aligned with Eskom’s occupational demand list.
• Experience in managing environmental and safety systems, particularly ISO14001:2015 and OHS standards.
• Ability to comply with Eskom’s B-BBEE (Broad-Based Black Economic Empowerment) and local procurement content targets, including submitting improvement plans and verification certificates.
• Capability to monitor, report, and ensure adherence to SDL&I obligations, including submitting compliance reports and implementing corrective actions.
• Knowledge of South African laws and regulations related to procurement, safety, and environmental management.
• Proficiency in stakeholder engagement, including managing relationships with Eskom employees, suppliers, and regulatory bodies.
