Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver waste disposal services, including collection, transportation, and disposal of waste generated by JMPD facilities within the City of Johannesburg. The service aims to ensure waste is managed safely, lawfully, and in compliance with relevant legislation, with a focus on proper storage, handling, and reporting on waste streams.

Scope

The scope encompasses:

• Solid waste collection, transport, and disposal from designated JMPD facilities such as stations, academies, impound yards, and offices.
• Management of various waste streams including general waste, recyclable waste, bulky/garden waste, confiscated waste, and illegal dumping confiscated waste.
• Provision of waste bins and skips, transportation to licensed disposal or recovery sites, and recycling/recovery reporting.
• Compliance with legal and safety standards, including registration with NEMWA, licensing, and health & safety policies.
• Reporting on waste streams and ensuring proper documentation and compliance throughout the contract period.

Technical Requirements

The technical requirements include:

• Provision of waste collection and transportation services adhering to safety and environmental standards.
• Management of specified waste streams, including confiscated and illegal dumping waste.
• Use of licensed disposal and recovery sites in accordance with NEMWA.
• Submission of mandatory documents such as waste transporter licenses, proof of registration with licensed disposal facilities, health & safety policies, and COIDA certificates.
• Delivery of waste to designated sites, with proper reporting and documentation for each waste stream.
• Compliance with occupational health and safety regulations and other relevant legislation.

Skills Requirements

The skills and qualifications required from bidders include:

• Valid waste transporter license and registration with licensed disposal facilities.
• Proven experience in waste collection, transportation, and disposal services.
• Knowledge of environmental legislation, particularly NEMWA, and safety standards.
• Ability to provide accurate reporting on waste streams and compliance documentation.
• Capacity to manage multiple waste streams and operate within legal and safety frameworks.
• Competence in maintaining health & safety policies and ensuring staff adherence to safety regulations.
• Financial stability and compliance with tax and BBBEE requirements.
