Objectives

The primary objective of this tender is to appoint a service provider or providers for the supply, delivery, and commissioning of condition-based monitoring instruments at ERWAT Water Care Works. The initiative aims to enhance ERWAT’s preventative maintenance regime through the use of predictive maintenance techniques, thereby improving operational safety, technical efficiency, and environmental safety. The instruments will be used on electrical and mechanical plant equipment to provide accurate data for developing predictive and preventative maintenance strategies, ultimately reducing equipment failures and preventing premature asset failure.

Scope

The scope encompasses the supply, delivery, configuration, setup, and commissioning of portable condition-based monitoring instruments, including hardware and software, at ERWAT facilities. The instruments include vibration analyzers, infrared thermography analyzers, and laser alignment kits, with all associated accessories and backup units. The solution is turnkey, requiring configuration and setup to ensure operational readiness, with analytical software compatible with Microsoft Windows. The scope also involves providing comprehensive user training, ongoing support, and warranty services for a minimum of 12 months, with options for extended warranties.

Specific instruments include:

• Vibration Analyser (with software, playback in wave format, and accessories)
• Infrared Thermography Analyser (thermal imaging camera with accessories)
• Mechanical Laser Alignment Kit (with software and accessories)

Technical Requirements

The technical specifications for the instruments are detailed and include:

• Vibration Analyser: 256 MB RAM, 8 GB SD card, TFT/LCD display (480x272 pixels), compatible with Windows 8, IP65 housing, USB 2.0 communication, dynamic vibration range up to 120D, frequency range 0-40 kHz, bearing measurement range -30 to 110 dBsv, with accessories including temperature probes and stroboscopes.
• Infrared Thermography Camera: Minimum operating distance of 0.36m, 9Hz frequency, 78,000 pixels thermal image capture, temperature range -15°C to 50°C, accuracy ±2%, IP54 encapsulation, compatible with Windows, with accessories including calibration and measurement tools.
• Laser Alignment Kit: IP65 protection, measurement range up to 10m, Bluetooth v4.0, compatible with Windows, suitable for coupled and uncoupled shafts, with accessories including red laser and calibration tools.

All equipment must meet or be equivalent to the specified brand names and technical standards, with brand names used as guides only.

Skills and Skills Requirements

The successful bidder must provide comprehensive training on all instruments and supporting software to ERWAT staff. The training should enable users to operate the equipment proficiently, interpret data, and perform basic maintenance. The bidder must also ensure:

• Provision of technical support and troubleshooting during the warranty period and beyond.
• Support for data analysis and reporting, including the use of software compatible with Microsoft Windows.
• Provision of manuals, operation guides, and maintenance documentation.
• Availability of spare parts, accessories, and backup units as specified.
• Implementation of quality assurance processes and adherence to health and safety standards.

Additionally, bidders should demonstrate experience in supplying similar condition monitoring instruments, support for integration with existing systems, and capacity to provide ongoing technical support and training as required by ERWAT.
