Objectives

The primary objective of this tender is to engage an independent external consultancy to assess the maturity of TCTA’s ethics management processes. This involves evaluating how well ethical programme elements are integrated within TCTA, identifying strengths and gaps, and providing actionable recommendations to enhance ethical compliance and culture maturity.

Scope

The scope of work includes:

• Conducting an anonymous ethics survey across TCTA.
• Performing a comprehensive ethics risk assessment, including benchmarking against industry standards.
• Delivering a concise ethics maturity assessment summary highlighting key strengths, gaps, overall maturity positioning, and priority areas for improvement.
• Providing documented survey results, key insights linked to ethics risks, and an improvement roadmap.
• Generating an analysis of survey outcomes overall and by dimension, including risk analysis, control testing outcomes, and linked risk insights.
• Presenting findings and recommendations suitable for senior management and oversight committees.

Technical Requirements

The technical requirements for the tender include:

• Engagement of an independent consultancy with proven experience in ethics, governance, risk, and integrity projects, especially within the public sector.
• Demonstrated ability to administer anonymous ethics surveys and conduct both quantitative and qualitative risk assessments.
• Provision of signed reference letters for at least three (3) similar projects conducted in the past five (5) years.
• Assignment of at least one (1) certified Ethics Officer (certified by the Ethics Institute of South Africa) with a minimum of five (5) years’ relevant experience.
• Submission of a detailed project methodology covering organisational maturity assessment, ethics survey analytics, and risk assessment processes.
• Provision of deliverables including assessment summaries, survey analysis, risk reports, and an improvement roadmap.

Skills Requirements

The skills and qualifications required for the successful bidder include:

• Company experience in ethics, governance, risk, and integrity projects, with evidence of successful implementation of similar scope projects.
• Personnel with at least one (1) Ethics Officer certified by the Ethics Institute of South Africa, with at least five (5) years’ experience in ethics maturity assessments, anonymous surveys, and risk assessments.
• Comprehensive CVs demonstrating relevant experience in all three deliverables.
• Qualifications and certifications supporting expertise in ethics, governance, risk management, or related fields (e.g., IRMSA, IIA, SAICA, CFE, CISA, ISO 37001).
• Methodological expertise in applying qualitative and quantitative techniques for organisational assessments, survey analytics, and risk evaluation.
