Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct job evaluation and salary benchmarking for all roles within Ekurhuleni Housing Company (EHC). The aim is to re-evaluate existing positions, establish a fair and equitable remuneration structure, and ensure external benchmarking of jobs to support the company's mandate of eradicating housing backlog and aligning with government policies.

Scope

The scope includes:

• Conducting a comprehensive job evaluation for 42 roles within EHC.
• Applying the Patterson grading method for job evaluation.
• Benchmarking salaries externally for all graded roles, including analysis of minimum, maximum, and median salary data with sources.
• Providing a salary structure, pay bands, placement rules, and implementation guidelines.
• Delivering training sessions for staff and practitioners involved in the process.
• Preparing final reports, presentations, and management packs.
• Ensuring compliance with relevant regulations and policies.

Technical Requirements

The technical requirements include:

• Experience of at least three years in job evaluation and salary benchmarking, preferably with government or public entities.
• Use of the Patterson grading method for job evaluation.
• Provision of detailed evaluation worksheets, grade registers, and benchmarking data sources.
• Development of a pay structure, draft pay bands, and placement rules.
• Implementation advice and guidelines for the new salary structure.
• Conducting practitioner-level job evaluation with practical scoring practice.
• Delivering stakeholder training sessions with attendance and evaluation results.
• Compliance with PPPFA Regulations 2022, including preference points allocation and preference goals.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in job evaluation and salary benchmarking, with a minimum of three years’ relevant experience.
• Expertise in applying the Patterson grading method.
• Ability to develop and implement fair and equitable remuneration structures.
• Capacity to deliver comprehensive reports, implementation guidelines, and training.
• Experience working with government institutions or public entities is preferred.
• Strong understanding of PPPFA Regulations 2022 and preference point systems.
• Effective project management and stakeholder engagement skills.
