Objectives

The primary objective of this tender is to appoint a qualified service provider to design, edit, and layout the Municipal Infrastructure Capacity Building Framework (MICBF). The project aims to produce a professional, well-structured document that aligns with government branding and supports the capacity building strategy for municipalities, enhancing service delivery through clear guidelines and frameworks.

Scope

The scope of work includes:

• Editing the MICBF document for language, grammar, clarity, coherence, and accuracy.
• Designing a professional layout consistent with MISA’s corporate identity and government branding guidelines.
• Incorporating visual elements such as tables, graphs, charts, images, and infographics as needed.
• Preparing the final report in both print-ready PDF and editable formats (e.g., MS Word, InDesign).
• Providing a draft version for review and feedback, followed by revisions.
• Delivering the final high-resolution PDF version by the stipulated deadline.
• Developing a project plan with production schedules and timelines, managed by the Project Manager.

Technical Requirements

The technical specifications for the deliverables are as follows:

• Document format: A4, either portrait or landscape orientation.
• Page count: Approximately 80 pages (40 double-sided sheets).
• Design elements: Incorporation of tables, graphs, infographics, and images.
• Final outputs: Print-ready high-resolution PDF and editable formats such as MS Word or InDesign.
• Project management: Close collaboration with MISA’s Project Team, with weekly status reports and adherence to timelines.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in document editing, layout design, and desktop publishing, especially for government or public sector documents.
• Ability to produce professional, visually appealing layouts aligned with corporate and government branding standards.
• Strong skills in graphic design, including the use of tools such as Adobe InDesign, Photoshop, and MS Word.
• Experience in handling large, complex documents with multiple visual elements.
• Capacity to manage project timelines effectively and communicate regularly with the client’s project team.
• Provision of samples of previous similar work, including frameworks or policy documents for public sector entities.
