Objectives

The primary objective of this tender is to appoint a service provider to develop and implement a tailor-made ISO 45001 occupational health and safety management system specifically for the SIU business. The project aims to enhance SIU's safety protocols, ensure legal compliance, foster a safety-conscious culture, and standardize safety procedures across its national operations.

Scope

The scope of work includes:

• Conducting a gap analysis and risk assessment of the current Occupational Health and Safety (OHS) Management System.
• Developing an ISO 45001 system framework tailored for SIU.
• Training 40 employees on ISO 45001 requirements and the developed system.
• Facilitating management review meetings and ongoing reviews.
• Providing support through one-day visits to each province for system review, safety practice observation, risk assessments, and training.
• Ensuring confidentiality of all information obtained during the project.

Technical Requirements

The technical requirements for the project include:

• Development of a comprehensive project plan outlining the approach to ISO 45001 implementation.
• Performing a gap analysis and readiness assessment of SIU’s current OHS system.
• Designing and developing an ISO 45001 compliant safety management framework.
• Training the SIU implementation team on ISO 45001 standards and the new system.
• Conducting management review meetings and periodic reviews.
• Supporting implementation through provincial visits, safety practice reviews, risk assessments, and stakeholder engagement.
• Maintaining confidentiality and data security throughout the project.

Skills Requirements

The successful bidder must demonstrate:

• Experience in executing ISO 45001 projects, with reference letters for similar projects (30 points).
• Relevant experience of the project lead in occupational health and safety management systems (15 points).
• Qualifications of the project lead, including NQF level 7 in relevant fields and certification as an ISO 45001 Lead Implementer or Auditor (15 points).
• Ability to develop a detailed project plan, methodology, and approach aligned with SIU’s requirements (40 points).
• Knowledge of local and international OHS laws and standards.
• Strong stakeholder engagement, training, risk assessment, and project management skills.
