Objectives

The primary objective of this tender is to appoint a qualified service provider to install, configure, support, and maintain audiovisual and video conferencing equipment for the National Treasury (NT) ICT infrastructure. The engagement spans a period of three (3) years, focusing on ensuring seamless audiovisual communication across NT’s new buildings and meeting rooms, including auditoriums, boardrooms, training rooms, and other designated spaces.

Scope

The scope encompasses the following key deliverables:

• Installation and configuration of audiovisual/video conferencing equipment across various NT facilities, including auditoriums, meeting rooms, and training rooms.
• Provision of signage monitors, sound systems, cameras (built-in and PTZ), microphones, and control systems tailored to room sizes and functions.
• Implementation of network connectivity, including access points, network cables, and room controllers.
• Support for new building infrastructure, including core switches, domain controllers, firewalls, WiFi access points, and cabling.
• Provision of training, system documentation, and ongoing support services to ensure 100% uptime and operational efficiency.
• Conducting business analysis workshops for new services, upgrades, or version changes, and producing design and functional documentation.
• Support and maintenance services, including preventive maintenance, performance reporting, and incident resolution.

Technical Requirements

The technical specifications include, but are not limited to:

• Display signage monitors (75-inch, 85-inch, LED screens of approximately 6 feet, 50-inch, etc.) suitable for different room sizes.
• Audio systems comprising sound bars (medium and large sizes), ceiling speakers, and amplifiers.
• Video equipment including built-in dual and quad cameras, PTZ cameras, and recording devices with Teams integration.
• Microphones: built-in, desk-based, lapel, and handheld microphones.
• Control systems such as portable room controllers and door status displays integrated with Teams.
• Network connectivity: access points, network cables, switch cabinets, and WiFi access points.
• Support for various room sizes: small (6-10 seats), medium (11-30 seats), large (over 30 seats), with appropriate equipment for each.
• Provision of system documentation, functional and technical design, and configuration details.
• Support for upgrades, new services, and version changes through workshops and documentation.

Skills Requirements

The successful bidder must demonstrate the following skills and qualifications:

• Proven experience (minimum 5 years) in installing, configuring, and supporting audiovisual and video conferencing systems in similar environments.
• Qualified technical personnel with relevant certifications, such as AV/VC certifications, Project Management (minimum NQF6/NQF7), and experience in Microsoft Teams integration.
• Project management expertise, including planning, scope management, risk management, and reporting.
• Technical competencies in network infrastructure, including switches, access points, cabling, and security systems.
• Ability to conduct business analysis workshops, produce detailed design and functional documentation, and implement solutions aligned with NT requirements.
• Capability to provide 24/7 support, preventive maintenance, and system performance reporting.
• Security clearance and compliance with NT security policies, including signing confidentiality and secrecy agreements.

In summary, the successful service provider must possess strong technical expertise, project management skills, and the capacity to deliver and support complex audiovisual systems across multiple NT locations for the duration of the contract.
