Objectives

The primary objective of this tender is to appoint a qualified service provider to locate cable faults on an as-and-when-required basis within Ngwathe Local Municipality. The service aims to ensure the maintenance of a reliable and efficient electrical network by promptly identifying and locating faults in underground and overhead cables, thereby minimizing service disruptions and supporting routine maintenance activities.

Scope

The scope of work includes, but is not limited to:

• Cable Fault Detection: Using modern techniques such as Time Domain Reflectometry (TDR), Fault Locators, and Acoustic Detection to identify faults.
• Fault Tracing and Location: Precisely locating faults to facilitate efficient repairs with minimal disruption.
• Reporting: Providing detailed diagnostic reports, fault locations, and recommended repair actions for each service request.
• Emergency Response: Rapidly attending to emergency fault locations to ensure minimal interruption to municipal services.
• Routine Maintenance Support: Assisting with scheduled fault detection and maintenance tasks as required.
• Site variability: The site will change from cable to cable throughout the municipality, requiring flexible and responsive service delivery.

Technical Requirements

The technical scope mandates compliance with local standards, including:

• SANS 1507 – Cables for Electrical Installation
• SANS 1080 – Power Cables
• SANS 60502 – Power Cables with Extruded Insulation
• SANS 701 – Installation Cables
• SANS 10142 – Wiring of Premises
• SANS 475:2006
• SANS 60269-14:2006
• SANS 62053-52:2006

Testing must be conducted according to these standards, ensuring cables are tested for performance, insulation, and safety compliance. The service provider must also demonstrate the ability to respond promptly to fault reports, guarantee fault detection accuracy, and provide comprehensive documentation for each fault location.

Skills Requirements

The successful bidder must employ personnel with the following qualifications and experience:

• 2 x Cable Test Technicians:
  • National Diploma or Degree in Electrical Engineering (or higher).
  • At least 3 years of practical experience in electrical testing, cable fault location, or maintenance.
  • Experience with underground and overhead cable systems.
  • CVs indicating relevant experience must be provided.
• Project Manager:
  • Relevant qualifications and experience in managing cable fault location projects.
  • Experience in coordinating fault detection activities and reporting.
• SHEQ Officer:
  • Minimum of a National Diploma in Health and Safety.
  • At least 2 years of safety-related experience.
  • CVs must be submitted.

The bidder must also demonstrate compliance with insurance requirements, including public liability cover of at least R500,000, and provide proof of relevant certifications, company registration, tax clearance, and references from previous similar projects.
