Objectives

The primary objective of this tender is to appoint a qualified service provider to moderate developed EISA (External Integrated Summative Assessment) instruments for registered occupational qualifications, specifically for the OC: Close Protector and Part Qualification. The moderation aims to ensure that assessment tools, exemplars, and candidate examination scripts are accurate, consistent, and compliant with the relevant qualification blueprints and QCTO (Quality Council for Trades and Occupations) requirements. The appointed experts will also review and validate marking memos and model answers to uphold assessment quality and integrity.

Scope

The scope of work includes:

• Assessing and moderating assessment papers and exemplars for the specified occupational qualification (SAQA ID 118746, Level 5, 52 Credits).
• Reviewing and moderating assessment instruments/tools, exemplars, and candidate scripts in line with the qualification blueprint.
• Providing detailed reports on the moderation process.
• Completing moderation within a two-day period at SASSETA’s offices.
• Ensuring that candidate scripts are moderated prior to final marking and certification.
• Marking and validating marking memos/model answers provided by SASSETA.

Technical Requirements

The technical requirements for the service provider include:

• Demonstrating experience in moderation of EISA examination instruments or assessment tools for registered qualifications.
• Providing at least one reference letter from previous clients confirming successful moderation assignments.
• Having a subject matter expert with a minimum of three (3) years’ experience as a Close Protector/VIP/Security Official and three (3) years in assessment or moderation.
• Attaching a detailed CV demonstrating relevant experience.
• Possessing valid SETA assessor and moderator statement of results or related ETD qualifications, verified by SAQA if international.
• Signing confidentiality and data protection agreements, complying with the Protection of Personal Information Act (POPIA).

Skills Requirements

The successful bidder must demonstrate:

• Proven expertise in moderation of assessment instruments, particularly EISA tools or similar assessment frameworks.
• Experience in assessing and moderating occupational qualifications, especially in security or related fields.
• Ability to deliver high-quality moderation reports within tight timeframes (two days).
• Strong understanding of the QCTO assessment standards and qualification blueprints.
• Excellent communication skills, with the capacity to provide clear, comprehensive reports and feedback.
• Adequate technical and subject matter expertise aligned with the qualification requirements.
