Objectives

The primary objective of this tender is to appoint a qualified service provider to perform specialized traffic surveying on provincial roads in Gauteng Province over a period of three years. The service includes traffic data collection, installation and maintenance of traffic monitoring equipment, conducting manual and electronic traffic counts, and providing verified traffic data and reports to support transportation planning and management.

Scope

The scope encompasses:

• Outsourcing traffic data collection at approximately 250 secondary stations, including maintenance of existing inductive loops and installation of new ones.
• Conducting annual manual counts on paved and gravel roads at designated intersections and locations.
• Installation, maintenance, and operation of comprehensive traffic monitors (CTMs) and weigh-in-motion (WIM) stations, including reinstatement and calibration.
• Provision of portable scales for ad-hoc weigh surveys and overload monitoring.
• Data collection from permanent traffic counting stations and manual nodes, with continuous data transmission and validation.
• Preparation and submission of periodic traffic reports (monthly, quarterly, annual) and ad hoc analyses.
• Supporting traffic impact assessments and safety evaluations through technical expertise.
• Reinstatement and removal of equipment at the end of the contract period.

Technical Requirements

The technical scope includes:

• Installation of inductive loops with specified dimensions and protection, including saw-cut grooves, neoprene protection, epoxy sealing, and proper backfilling.
• Provision of equipment such as WIM sensors, comprehensive traffic monitors, portable scales, and data transmission devices, all compliant with manufacturer specifications.
• Installation of permanent and virtual traffic counting stations with continuous operation, data accuracy of at least 90%, and maintenance of the infrastructure.
• Calibration and validation of electronic equipment at intervals not exceeding six months, with calibration certificates submitted to the Department.
• Provision of on-line data transfer, secure access, and data validation software in line with RSA standards.
• Implementation of traffic accommodation measures, including signage, barricades, and safety protocols, during installation and maintenance activities.
• Reinstatement of pavement and equipment removal at contract end, restoring sites to standard conditions.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Proven experience in traffic engineering, impact assessments, and traffic data collection, with at least 7 years of relevant experience for senior personnel and 3 years for junior staff.
• Qualified professional traffic engineers or technologists registered with ECSA.
• Capability to install, operate, and maintain electronic traffic monitoring systems, including inductive loops, WIM stations, and virtual weigh stations, with serial number documentation.
• Expertise in data validation, quality control, and reporting software compliant with RSA standards.
• Ability to provide technical support, training, and skills transfer to Department staff and stakeholders.
• Capacity to manage and support a team of qualified personnel, including engineers, technicians, and data analysts.
• Demonstrated capacity to handle multiple contracts, maintain equipment, and ensure continuous operation without unreasonable downtime.
• Knowledge of occupational health and safety regulations and commitment to safe working practices.
