Objectives

The primary objective of this tender is to engage a qualified service provider to deliver training on Budgeting and Data Management within the Public Sector. The training aims to enhance the skills and knowledge of employees in the Agency, enabling them to understand legislative frameworks, evaluate budget formats, link strategic planning with budgeting processes, prepare budget requests, and manage budgets based on approved allocations.

Scope

The scope of the project includes:

• Providing face-to-face training to fifteen (15) employees of the Agency on Budgeting and Data Management within the Public Sector.
• The training duration is three (3) days.
• The training must be structured to meet the specified learning outcomes.
• Post-training, the service provider must submit a final evaluation report detailing achievements, challenges, and recommendations for future initiatives.
• The training venue and refreshments are included in the scope.
• The engagement period is three (3) months from the date of award.

Technical Requirements

The technical requirements for the service provider include:

• Delivering face-to-face training aligned with the specified learning outcomes.
• Providing training that covers understanding legislative frameworks, budget evaluation, strategic linking, and budget preparation.
• Ensuring facilitators are fully accredited by the relevant Quality Council (SETA or equivalent).
• Having the necessary training qualifications, resources, and facilities to deliver the training effectively.
• Providing a comprehensive quote that includes venue, refreshments, and training delivery.
• Submitting a final evaluation report post-training.

Skills Requirements

The service provider must demonstrate the following skills and expertise:

• Clear understanding of Skills Development legislations, communication frameworks, SAQA, SETA landscape, and Public Service Regulations.
• On-site facilitation skills with the ability to train adults in work situations.
• Qualified trainers with relevant training qualifications and experience.
• Resources and facilities suitable for effective training delivery.
• Accredited facilitators and assessors by the relevant SETA.
