The primary objective of this tender is to appoint a qualified and experienced service provider to deliver Public Relations and Digital Marketing services to the MICT SETA for a period of twenty-four (24) months. Scope

The scope of work includes, but is not limited to:

  • Public Relations Services:
    • Development and implementation of PR strategies, including brand communication, reputation management, and crisis communication.
    • Media relations: story pitching, media roundtables, site visits, and securing broadcast interviews (TV and radio).
    • Creation of video news releases, media toolkits, opinion pieces, and thought leadership articles.
    • Crisis communication content and organisational key messaging development.
    • Internal PR to support organisational culture, employee engagement, and leadership visibility.
    • Sector engagement activities such as panel participation, speaking engagements, stakeholder dialogues, and networking events.
    • Provision of media subscriptions, access to media databases, and stock photography.
  • Digital Marketing Services:
    • Social media strategy development, content creation, editing, community management, and engagement.
    • Campaign planning, boosting, sponsored posts, and performance analytics across platforms (Facebook, Twitter, Instagram, LinkedIn, YouTube).
    • Video content production, including short-form videos and YouTube Shorts, with integrated call-to-actions.
    • Development of digital advertising strategies, omni-channel campaigns, SEO, and targeted online campaigns.
    • Monitoring, reporting, and continuous optimisation of digital campaigns and audience insights.
    • Exploration and activation of emerging social media platforms beyond the main channels.

Technical Requirements

  • Experience & Track Record: Demonstrated success in social media campaigns, online marketing, and public relations for multiple clients, with evidence of creative artwork, campaign performance, and media coverage.
  • Media Relations & Content Creation: Proven ability to develop press releases, opinion pieces, video news releases, and manage media relations effectively, including securing interviews and organising media events.
  • Social Media Management: Development of comprehensive social media strategies, content calendars, multimedia content production, community management, and audience growth (minimum 2-5% increase in engagement per quarter).
  • Campaign Boosting & Advertising: Skilled in targeted boosting, sponsored posts, A/B testing, retargeting, and performance analytics to optimise ROI.
  • Digital Content & Campaigns: Ability to produce high-quality digital assets, including videos, infographics, and graphics, aligned with brand identity and communication goals.
  • Reporting & Analytics: Regular monitoring, evaluation, and reporting on campaign performance, audience insights, and digital landscape trends.
  • Platform Activation & Innovation: Capability to explore and activate emerging social media platforms and innovative engagement tactics.
  • Team & Resources: CVs demonstrating at least five (5) years of relevant experience for key personnel, including project managers, digital strategists, and creative directors. Certified qualifications in PR/Communications or Marketing are required.
  • Project Plan: Submission of a detailed approach outlining workflow, milestones, content development, media engagement, and evaluation processes.
  • Duration: The services are to be delivered over a period of twenty-four (24) months from the date of appointment.
