Objectives

The primary objective of this tender is to appoint a qualified service provider to develop, implement, and support an e-performance management system that aligns with the organization's strategic objectives. The system should facilitate performance tracking, reporting, and feedback mechanisms, including surveys and 360-degree assessments, to enhance organizational performance and employee development.

Scope

The scope of work includes:

• Provision of a flexible licensing model initially for approximately 400 users, with a quotation for a two-year period.
• System setup, user training, and data migration from the current performance management system.
• Development of functionalities to track strategic objectives linked to individual KPIs, measurable quarterly/bi-annually.
• Automation features such as workflow notifications, email reminders, document attachments, and system locking post-performance agreement.
• Capabilities for surveys, 360-degree feedback, report generation (customizable for different management levels), and performance tracking through a Balanced Score Card.
• Demonstration of the system’s ability to support performance measurement and reporting at various organizational levels.

Technical Requirements

The technical specifications for the system include:

• Ability to link strategic objectives to individual KPIs and measure progress quarterly/bi-annually.
• Workflow automation to notify managers upon completion of assessments.
• Email reminder functionality and document attachment capabilities.
• System locking to prevent post-agreement modifications.
• Support for surveys and 360-degree employee performance feedback.
• Easy-to-use report generation and customization for different organizational levels (Board, EXCO, Management, Staff).
• Performance tracking for both strategic objectives and individual contributions.
• Generation and tracking of performance through a Balanced Score Card.

Skills Requirements

The service provider must demonstrate:

• Relevant experience in system development and implementation, supported by reference letters from previous clients, including descriptions of work done, contact details, and signed references.
• Qualified and experienced support staff, with evidence of their qualifications and length of experience in similar projects.
• Capability to deliver the complete system within a two-month timeframe, supported by a comprehensive project plan.
