Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver internal audit services for the National Film and Video Foundation (NFVF) over a three-year period. The service provider will evaluate and improve the effectiveness of internal controls, risk management, governance processes, and compliance with relevant legislation, including PFMA and other regulations. Additionally, the provider will assist in identifying opportunities to enhance operational performance and ensure adherence to established objectives and standards.

Scope

The scope encompasses comprehensive internal audit services, including:

• Assessment of internal control systems, risk management, and governance frameworks.
• Execution of audits aligned with the approved internal audit plan and standards (e.g., IIA Standards).
• Evaluation of compliance with PFMA, legislation, and regulations impacting NFVF operations.
• Conducting forensic audits and risk management workshops as required.
• Reporting findings and making recommendations to improve internal processes.
• Performing audits at NFVF’s offices located at 87 Central Street, Houghton.

Technical Requirements

The technical requirements include:

• Conducting benchmarking research to inform audit procedures, timing, and scope.
• Developing a detailed activity (project) plan with timelines, budgeted hours, and resource allocation, including disbursements.
• Providing CVs of key personnel with relevant experience, qualifications, and professional memberships (max one page per staff).
• Demonstrating experience in internal audit services, especially within the public sector, with references for at least three organizations.
• Ensuring proposal validity for the entire three-year period.
• Adhering to the International Internal Audit Standards and other relevant professional practices.

Skills Requirements

The skills and expertise required from bidders include:

• Relevant experience in public sector internal audits, evidenced by reference letters and client details.
• Qualified and competent audit team members, including Certified Internal Auditors (CIA), CISA, or equivalent, with proof of professional memberships.
• Strong understanding of internal audit frameworks, ethics, and standards.
• Ability to develop and execute comprehensive audit plans, including risk-based approaches and data analytics.
• Proficiency in audit management tools and technology to enhance coverage, quality, and efficiency.
• Excellent report writing, stakeholder communication, and presentation skills, with shortlisted candidates possibly required to deliver a presentation.
