Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver an Information and Communications Technology (ICT) Disaster Recovery (DR) solution for the Mine Health and Safety Council (MHSC). The solution aims to ensure continuous business operations in the event of disruptions or disasters, safeguarding critical ICT infrastructure and data.

Scope

The scope encompasses the provision, implementation, and management of a comprehensive off-site ICT disaster recovery environment, including:

• Replication of the production environment, virtual machines, servers, and configurations.
• Implementation of data replication with specified RPO and RTO targets.
• Provision of backup solutions supporting Microsoft environments and related applications.
• Establishment of network connectivity, environmental controls, and security measures at the DR site.
• Ongoing testing, training, documentation, and support over a 12-month contract period.
• Provision for decommissioning and redirection of services during the MHSC's move to a new office location.

Technical Requirements

The technical specifications include:

• Location of the DR site within 30-75 km of MHSC's office, in Gauteng.
• Support for virtual machines with specified roles, CPU, RAM, and storage configurations.
• Continuous or scheduled data replication with RPO of 15 minutes and RTO of 4 hours.
• Backup solution with daily full backups, hourly incremental backups, and retention policies (30 days to 5 years).
• Dedicated 1 Gbps fibre link, VXLAN capabilities, and VPN/firewall readiness.
• Environmental controls including UPS, generators, cooling, fire suppression, leak detection, and flood protection.
• Security measures including 24/7 access control, CCTV, and monitoring systems.
• Support for testing, training, documentation, and ongoing technical support.
• Compliance with relevant laws, standards (ISO 22301), and data residency within Gauteng.

Skills Requirements

The successful bidder must demonstrate:

• Experience in delivering ICT disaster recovery solutions supporting virtualized environments, particularly Hyper-V and related Microsoft technologies.
• Proven capability in data replication, backup management, and disaster recovery testing.
• Qualified personnel with expertise in network infrastructure, security, environmental controls, and ICT support services.
• Ability to conduct site assessments, environmental audits, and compliance verifications.
• Experience in training, simulation exercises, and documentation for disaster recovery and business continuity.
• Capability to manage project implementation, support, and decommissioning activities within the contract period.
