Objectives

The primary objective of this tender is to appoint a service provider responsible for redesigning and redeveloping the Road Accident Fund (RAF) website, including providing support and maintenance over a period of two years. The project aims to modernize the RAF's digital infrastructure, enhance stakeholder engagement, improve operational efficiency, and deliver a user-centric, secure, and scalable online platform that supports various functionalities such as claims management, legal document submission, fraud detection, and AI-powered features.

Scope

The scope of work encompasses the full development of an interactive, intelligent, and secure RAF website/portal on the AWS cloud platform. Key responsibilities include:

• Producing detailed requirements, solution, architecture, and security documents.
• Designing and implementing a Content Management System (CMS) and infrastructure provisioning.
• Developing core functionalities such as claims eligibility tools, legal document portals, claims management, supplier registration, medical undertakings, fraud detection, and educational hubs.
• Integrating with existing RAF systems like Guidewire, CRM, Power BI, and other internal/external systems.
• Incorporating intelligent features such as AI chatbots, sentiment analysis, predictive search, and user behavior tracking.
• Ensuring compliance with POPIA and PAIA, including data privacy, cookies management, and user participation.
• Providing training, support, and skills transfer during and after development, including website stabilization, testing, and decommissioning of the old website.

Technical Requirements

The technical specifications include:

• Hosting on AWS cloud with high reliability and scalability.
• Use of a popular and secure CMS/application server supporting asynchronous operations and component-based architecture, preferably using modern JavaScript frameworks (React, Angular, Vue).
• Integration capabilities with Power BI, internal systems (Guidewire, CRM), and third-party applications via APIs (RESTful, SOAP, OAuth, OpenID Connect, TLS/SSL).
• Compatibility across operating systems (Linux, Windows) and devices (smartphones, tablets, feature phones).
• Implementation of robust security measures: access controls, encryption, audit trails, multi-factor authentication, session management, and protection against cyber threats.
• Support for real-time validation, document upload (PDF, Word, Excel), OCR/AI metadata extraction, and dynamic content updates.
• Compliance with relevant standards for accessibility, performance, and security.

Skills Requirements

The successful bidder must demonstrate expertise and experience in the following areas:

• Website Development: Minimum 5 years’ experience in developing e-commerce and enterprise websites, including at least 1 year cloud experience. Evidence through company profile and project references.
• Project Implementation: Proven track record with at least three (3) successful website projects, supported by reference letters, including cloud-based implementations.
• Resource Expertise:
  • Business Analyst: Minimum 5 years’ experience.
  • Senior Website Developer: Minimum 8 years’ experience.
  • Website Designer: Minimum 5 years’ experience.
  • Project Manager: Minimum 5 years’ experience in project management.
• Technical Skills: Proficiency in modern JavaScript frameworks, API integration, cloud infrastructure provisioning, security architecture, OCR/AI metadata extraction, and intelligent features such as chatbots and sentiment analysis.
• Certifications & Accreditation: OEM accreditation for CMS, proof of compliance with legislative requirements (POPIA, PAIA), and relevant project management or technical certifications.

The bidder must also demonstrate capacity for continuous support, skills transfer, and adherence to project timelines, with a focus on quality, security, and compliance throughout the project lifecycle.
