Objectives

The primary objective of this tender is to appoint a service provider capable of delivering comprehensive and professional cleaning and hygiene services, including pest control and waste management, across nine (9) CIDB offices over a period of three (3) years. The goal is to ensure all facilities are maintained to high standards of cleanliness, safety, and environmental compliance, supporting the CIDB’s mandate to promote industry growth, sustainability, and best practices.

Scope

The scope encompasses:

• Provision of cleaning, hygiene, pest control, and waste management services at nine (9) CIDB office locations nationwide.
• Services include general cleaning, deep cleaning, window and façade cleaning, pest control, waste collection, and disposal, as well as specialized hygiene services such as sanitary bin management and chemical deep cleaning.
• Supply, installation, maintenance, and repair of cleaning equipment and consumables.
• Ad hoc services like emergency cleaning, decontamination, and sterilization.
• Compliance with all relevant legislation, including Occupational Health and Safety Act, Waste Act, and related regulations.
• Management of waste disposal certificates and safe disposal documentation.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel trained in health, safety, and environmental standards, equipped with PPE and uniforms.
• Supply of approved cleaning chemicals, equipment, and consumables, with proper documentation such as Material Safety Data Sheets (MSDS).
• Implementation of a detailed methodology and work plan, including project rollout, supervision, quality control, and reporting procedures.
• Use of environmentally friendly and recyclable products where possible.
• Adherence to scheduled cleaning routines, including multiple daily toilet and kitchen cleans, office cleaning, and external façade maintenance.
• Provision of emergency and reactive cleaning services, including spillages and disaster response.
• Management of waste and pest control services with proper certification and documentation.
• Regular supervision, reporting, and compliance with health and safety standards.

Skills and Experience Requirements

The bidder must demonstrate:

• Relevant experience in providing cleaning, hygiene, pest control, and waste management services, supported by references and project descriptions.
• Experience in managing similar-sized facilities and multi-site operations.
• Qualified key personnel, including a Key Account Manager with at least 2 years of relevant experience, and other supervisory staff with appropriate training and certifications.
• Capability to supply and maintain cleaning equipment and consumables compliant with SABS standards.
• Proven ability to develop and implement effective methodologies, including project management, quality assurance, and environmental controls.
• Compliance with all legislative requirements, including COIDA, waste management licenses, and health and safety regulations.
• Capacity to mobilize resources promptly, including staffing, equipment, and materials, to meet contractual obligations.
