Objectives

The primary objective of this tender is to appoint a service provider capable of delivering professional research services for the compilation of the Municipal Economic Review & Outlook (MERO) report for the 2026/2027 financial year. The successful bidder will be responsible for conducting comprehensive research, analysis, and reporting to support municipal economic planning and decision-making.

Scope

The scope of work includes:

• Provision of all phases of research and report compilation, including all expenses and applicable taxes.
• Involvement of designated personnel with specified rates and roles.
• Execution of the project in defined phases, with associated costs and man-days.
• Management of travel and other expenses such as accommodation, communication, reproduction, and miscellaneous costs, supported by certified invoices.
• Commencement of the project after bid acceptance and completion within an estimated timeframe.

Technical Requirements

The technical requirements include:

• Completion of all phases of research and report compilation as per project specifications.
• Adherence to project timelines and milestones.
• Provision of detailed cost breakdowns per phase, including personnel rates, travel, and other expenses.
• Provision of proof of expenses incurred, such as invoices and receipts.
• Compliance with applicable procurement regulations and preference point systems (either 80/20 or 90/10).
• Submission of a firm rate for the full contract period or details of adjustment mechanisms if rates are not firm.
