Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, deliver, install, successfully commission, and maintain a new Carbon, Hydrogen, Nitrogen, and Sulphur (CHN & S) analyser specifically for coke and coal materials at the Council for Geoscience. The analyser must accurately determine the content of these elements in various organic matrices, ensuring automated operation, timely analysis, and ongoing maintenance support.

Scope

The scope of work includes:

• Provision of the CHN & S analyser along with all necessary hardware and accessories.
• Delivery and installation of the equipment at the designated CGS location.
• Successful commissioning and validation of the analyser to ensure full operational status within four weeks of delivery.
• Provision of comprehensive maintenance services, including repairs under warranty and support during the contract period.
• Training of CGS personnel on operation and maintenance.
• Provision of service contracts for ongoing support, including response times and support procedures.

Technical Requirements

The analyser must meet the following technical specifications:

• Instrument Range: Carbon (0.05% - 100%), Hydrogen (0.05% - 100%), Sulphur (0.05 - 100%), Nitrogen (minimum 0.3% RSD), Hydrogen (minimum 0.5% RSD), Sulphur (minimum 1% RSD).
• Measurement Technology: Use of non-dispersive infrared absorption for C, H, S; thermal conductivity for N.
• Detector Requirements: Compatibility with LIMS & ERP systems; levelling guidance; password protection; log history; electronic records & signatures compliant with ECTA.
• Gas Requirements: Helium or Argon (99.99% purity), Oxygen (99.99% purity), synthetic or compressed air (79% N2 / 21% O2).
• Sample Capacity: Autoloader capable of handling over 100 samples.
• Operational Conditions: Ambient temperature 10°C to 30°C; humidity 10% to 60%, non-condensing.
• Software Compatibility: Software must be compatible with Laboratory Information Management System (LIMS).
• Warranty & Support: Minimum 12 months warranty, with support support within 48 hours, and a service contract for at least 3 years.
• Additional Features: Furnace temperature & pressure trending, root-cause analysis, detection limits within specified specs, and compliance with relevant safety and electrical standards.

Skills Requirements

The successful bidder must demonstrate:

• Technical expertise in the supply, installation, and commissioning of advanced CHN & S analysers.
• Proven experience in servicing similar analytical instruments, including calibration, troubleshooting, and repairs.
• Capability to provide comprehensive training to CGS personnel on operation and maintenance procedures.
• Ability to deliver ongoing support, including quick response times for repairs and technical assistance.
• Knowledge of relevant safety, electrical, and environmental standards applicable to laboratory instrumentation.
• Capacity to provide detailed documentation, including user manuals, maintenance logs, and service reports.
