Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, install, commission, and maintain spike barriers at TASEZ's security points. The upgrade aims to enhance security measures by installing robust spike barriers that complement existing boom gates, thereby preventing security breaches caused by vehicles bypassing or bumping the current barriers.

Scope

The scope of work includes:

• Supply of specified spike barrier equipment, including velocity raptor vehicle barriers with spike features for entrance, exit, and ford frame applications.
• Installation and commissioning of the spike barriers at designated locations.
• Provision of equipment with specific technical features such as aluminium cabinets with reflective tape and RGB LED integration.
• Maintenance and repair of faulty parts during a 24-month guarantee period, ensuring continuous operational readiness.
• Adherence to safety standards, including installation of safety edges, reflective tapes, and compliance with relevant safety regulations.
• Provision of safety files and detailed documentation for the installed systems.

Technical Requirements

The technical specifications for the spike barriers include:

• Barrier arm length: 3m and 4m options with designated motors.
• Spike system: 5 velocity raptor spike units with integrated RGB LED, external sensors, and safety detection edges.
• Cabinet finish: aluminium with red reflective tape and stainless steel (grades 304 and 316).
• Drive system: independent microcontroller-based drive with synchronized high-volume barrier controllers.
• Operational features: spike raise time of approximately 1.2 seconds, maximum daily cycles of 3,000, and a system lifespan of around 1.8 to 2 million cycles.
• Power supply: 220V AC mains with battery backup (7Ah), battery charger, and system current consumption specifications.
• Safety features: safety edges, LED indicators, and mechanisms to prevent mishaps such as vehicles driving underneath the barrier before spikes are lowered.

Skills Requirements

The service provider must demonstrate:

• Registration and compliance with relevant professional bodies such as PSIRA, SASA, SAIEE, SAIMechE, or ESCA.
• Experience in repairing, maintaining, and servicing spike barrier equipment and related security systems.
• Capability to maintain and repair faulty parts within the guaranteed period without fail.
• Qualified personnel with technical expertise in installing and commissioning high-security barrier systems.
• Ability to provide ongoing maintenance, technical support, and documentation as per project requirements.
