Objectives

The primary objective of this tender is to appoint a service provider to support Eskom’s Jet Office in stakeholder identification, engagement, communications, and capacity building around Arnot, Camden, Hendrina, and Kriel Power Stations in Mpumalanga Province. The project aims to facilitate climate adaptation and mitigation projects, enhance stakeholder participation, and promote sustainable economic activities in the communities surrounding these power stations over an estimated period of twenty (20) months.

Scope

The scope includes:

• Supporting Eskom’s Jet Office in stakeholder identification, engagement, and communication strategies.
• Capacity building initiatives for local communities and stakeholders.
• Development and implementation of communication channels, narratives, and messaging on climate change and Just Energy Transition (JET).
• Mapping key stakeholders, their concerns, and their roles in the transition process.
• Facilitating community participation in JET projects, training, and economic development activities.
• Phased engagement activities: stakeholder mapping, awareness campaigns, and ongoing communication efforts.
• Supporting local enterprise development, job creation, and socio-economic initiatives linked to the transition.

Technical Requirements

The technical requirements encompass:

• Stakeholder Engagement & Communication: Effective stakeholder mapping, engagement channels, and messaging tailored to community needs and concerns.
• Capacity Building & Education: Developing educational content on climate change, JET, and related economic opportunities; facilitating workshops and community dialogues.
• Community & Stakeholder Management: Establishing and maintaining relationships with local communities, government entities, and other stakeholders.
• Project Management & Coordination: Managing phased activities, reporting progress, and ensuring alignment with Eskom’s strategic objectives.
• Content Development & Media: Creating multimedia content (infographics, videos, social media) to support awareness and engagement campaigns.
• Monitoring & Evaluation: Tracking awareness levels, stakeholder participation, and project impacts through baseline assessments and progress reports.
• Local Content & Job Creation: Proposals for local employment and enterprise development aligned with Eskom’s local procurement and SDL&I targets.
• Compliance & Reporting: Adherence to Eskom’s policies, legal requirements, and reporting obligations, including SDL&I, B-BBEE, and safety standards.
