Objectives

The primary objectives of this tender are to:

• Translate the Traditional and Khoi-San Leadership Bill, 2024 (TKLB) and its Memorandum of Objects from English into ten official South African languages.
• Ensure that the translations are accurate, culturally appropriate, and maintain legal precision.
• Deliver both electronic (MS Word format) and hard copies of all translated documents.
• Prioritize the translation into Afrikaans, isiZulu, Tshivenda, and Sepedi within three weeks of project commencement.

Scope

The scope of work includes:

Translation of Documents

• Translate the TKLB and Memorandum of Objects from English into the following ten official languages:
  • Afrikaans
  • Sepedi
  • Sesotho
  • Setswana
  • siSwati
  • Tshivenda
  • Xitsonga
  • isiNdebele
  • isiXhosa
  • isiZulu

Output Specifications

• Maintain the original formatting, including font (Arial, size 12), line spacing (single), and numbering.
• Provide editable digital copies in MS Word format and one printed hard copy per language.
• Complete translations for all ten languages, with electronic versions and hard copies supplied to the Department of Traditional Affairs.
• Prioritize Afrikaans, isiZulu, Tshivenda, and Sepedi translations, to be delivered within three weeks of contract start.

Technical Requirements

• All translations must be formatted in Arial font, size 12, with single line spacing.
• Use MS Word software for all translation work.
• Ensure translations are accurate, culturally appropriate, and retain legal precision.
• Deliver electronic copies and hard copies for each language.
• Complete prioritized translations into Afrikaans, isiZulu, Tshivenda, and Sepedi within three weeks.

Skills Requirements

The service provider must demonstrate:

• At least 5 years of operational experience in translation services.
• Provision of two reference letters supporting successful delivery of similar translation projects.
• Familiarity and experience in translating legislation and legal documents.
• A team of four translators, each with:
  • A recognized qualification in Translation Services (e.g., National Diploma, B-tech, Honours degree).
  • Minimum of 3 years relevant translation experience.
  • Registration with a professional body such as the South African Translators Institute (SATI).
• A team leader with:
  • A recognized qualification in Translation Services.
  • At least 5 years of relevant experience.
  • Registration with SATI.
• Strong command of the required languages, including English and all ten official languages listed.
• Ability to deliver high-quality, accurate, and culturally appropriate translations within tight deadlines.
