Objectives

The primary objective of this tender is to appoint a service provider to conduct a comprehensive Mine Fire Risk Assessment in South African underground mining operations. The assessment aims to analyze combustible materials, mining methods, and human behavior to identify root causes, sources of fires, and effective mitigation measures. The goal is to develop strategies that reduce mine fire-related risks and incidences, improve emergency preparedness, and enhance fire prevention methodologies tailored to the mining environment.

Scope

The scope of work includes:

• Conducting a detailed review of existing fire risk assessment methodologies, regulatory standards, and technological advancements in mine fire prevention.
• Analyzing combustible materials used in mines, including coal, dust, diesel spills, lubricants, gases, and heavy machinery components.
• Evaluating mining methods (conventional, mechanized, trackless mobile machinery, belt conveyors) and their influence on fire risks.
• Assessing human behaviors impacting fire safety, such as storage practices, protocol adherence, training, and minor fire reporting.
• Reviewing at least two commodity case studies (Gold, Platinum, Coal) covering different mining conditions and evacuation protocols.
• Identifying best practices, regulatory compliance, and technological solutions for fire prevention and detection.
• Providing effective recommendations for safeguarding employees and minimizing fire incidents.
• Developing a comprehensive mine fire risk assessment framework integrating mining methods, fire-prone materials, human behavior, and detection technologies.

Technical Requirements

The technical requirements include:

• Performing a comprehensive literature review and analysis of current fire risk assessment methodologies.
• Analyzing fire sources such as fuel, heat, and oxygen, and their interactions underground.
• Reviewing fire safety controls, escape routes, and evacuation protocols specific to underground mines.
• Assessing human error factors and negligence contributing to fire hazards.
• Engaging stakeholders through workshops and consultations.
• Producing detailed reports including literature review, methodology analysis, human behavior risk analysis, fuel and ignition source identification, and a developed mine fire risk assessment model.
• Delivering a final publishable report and journal paper summarizing findings and recommendations.

Skills Requirements

The project team must possess expertise in the following areas:

• Applied research in mine fire risk assessment and safety methodologies.
• Experience managing fire incidents in underground mines, with at least one team member being a fire engineer, fire technologist, or fire master.
• Qualifications of fire safety specialists, including certifications and relevant academic background.
• Knowledge of mine ventilation engineering or occupational hygiene in underground mining environments.
• Experience with fire detection technologies, hazard analysis, and risk mitigation strategies.
• Proven ability to analyze human behavior and conduct stakeholder workshops.
• Strong report writing, project management, and stakeholder engagement skills.

All team members should demonstrate at least five years of relevant experience in applied research and fire safety in underground mining contexts.
