Objectives

The primary objective of this tender is to appoint a Subject Matter Expert (SME) Facilitator to develop a comprehensive bank of external integrated summative assessment instruments for registered occupational programmes within the telecommunications sub-sector. The aim is to create assessment tools that align with occupational qualifications standards, ensuring effective evaluation of learners' competence upon completion of their learning components.

Scope

The scope of work includes:

• Developing an External Integrated Summative Assessment (EISA) aligned with the Occupational Qualifications Sub-Framework (OQSF).
• Creating a bank of assessment instruments covering practical, theoretical, and workplace-based components for the following qualifications:
• Occupational Certificate: Telecommunications Specialist (SAQA ID 121587, NQF Level 5, 161 credits)
• Higher Occupational Certificate: Wireless Telecommunications Technical Officer (SAQA ID 122683, NQF Level 5, 227 credits)
• Facilitating workshops with industry role players and the MICT SETA ETQA Division to analyze occupational qualifications and develop assessment tools.
• Creating marking guidelines, model answers, rubrics, and final assessment documentation in digital format.
• Completing the project within a duration of 3 months, including submission of all documentation to the QCTO.

Technical Requirements

The technical requirements include:

• Conducting an in-depth analysis of the occupational qualification, including exit level outcomes, assessment criteria, and practical components.
• Developing a comprehensive bank of assessment instruments that incorporate practical, theoretical, and workplace assessments.
• Creating objective marking guidelines, model answers, and rubrics for all assessment components.
• Delivering assessment instruments and supporting documentation in digital format suitable for implementation.
• Providing a detailed project plan outlining timelines and activities for successful completion within 3 months.

Skills Requirements

The successful bidder must demonstrate:

• Experience in developing occupational programmes and assessments aligned with national frameworks.
• Proven expertise in assessment development, including practical, theoretical, and workplace-based assessments.
• Ability to facilitate workshops and collaborate with industry stakeholders and the MICT SETA ETQA division.
• Strong project management skills to deliver the project within the stipulated 3-month timeframe.
• Capability to produce digital assessment tools and comprehensive documentation supporting implementation.
