Objectives

The primary objective of this tender is to appoint a suitable service provider to deliver scrap baling services on an as-and-when-required basis for a period not exceeding 12 months. The service provider will be responsible for the safe, efficient, and environmentally compliant baling, sorting, and disposal of scrap metals and waste materials generated by the City of Johannesburg's JMPD department.

Scope

The scope of work includes:

• Performing scrap metal sorting, weighing, and baling operations at designated sites.
• Ensuring compliance with relevant environmental and occupational health and safety regulations.
• Handling hazardous materials such as pads, tyres, refrigerants, batteries, and parts containing mercury or lead, according to national environmental laws.
• Maintaining site cleanliness, preventing oil spillages, and ensuring the site is left in a neat, waste-free condition after operations.
• Providing mobile balers capable of compacting vehicles into non-recognizable, non-usable states, excluding trucks and buses.
• Transporting bales, sorting metals, and disposing of non-recyclables and waste, including cleaning of premises.
• Ensuring all vehicles and parts are compacted in the presence of a commissioned officer who will certify completion.
• Adhering to environmental management, occupational health and safety, and other relevant legislation throughout the contract period.

Technical Requirements

The technical requirements for the service provider include:

• Availability of mobile balers at various sites capable of compacting vehicles into unrecognizable states.
• Immediate rectification of damages to premises or equipment caused during operations.
• Compliance with the Occupational Health and Safety Act, 1993, and related regulations.
• Proper removal and disposal of hazardous materials before and during vehicle compacting.
• Use of machinery that can compact and destroy all standard types of vehicles in the JMPD fleet, excluding trucks and buses.
• Transporting compactors to and from sites at own expense and removing bales after reaching 50% of site capacity.
• Minimum of 20 vehicles to be compacted per day.
• Proper grouping and certification of vehicles, parts, and accessories being compacted in the presence of an officer.
• Provision of supporting documentation such as proof of insurance, calibration, and compliance with environmental laws.

Skills Requirements

The skills and competencies required from the service provider include:

• Knowledge of environmental legislation, particularly the National Environmental Management Act and Waste Act.
• Experience in handling hazardous materials and waste management procedures.
• Operational expertise in vehicle baling, sorting, and disposal processes.
• Ability to operate and maintain mobile baling machinery effectively.
• Compliance with occupational health and safety standards, including proper site management and damage rectification.
• Administrative skills to provide accurate documentation, weighbridge reports, and compliance certificates.
• Capacity to respond promptly to operational issues, including breakdowns and damages.
