Objectives

The primary objective of this tender is to appoint a suitably qualified service provider to coordinate economic clustering and promote niche industries within the Johannesburg Inner City. The service provider will be responsible for project management, profiling economic clusters, recommending interventions to attract investment, and revitalizing the inner city economy as part of broader urban development initiatives.

Scope

The scope of work includes:

• Profiling economic clusters in the Inner City and assessing their value.
• Recommending interventions to promote investment into key economic nodes.
• Project managing key events to showcase business excellence, tourism, urban management, and rejuvenation efforts.
• Developing strategies to revive the inner city economy aligned with the Inner City Economic Development and Investment Roadmap.
• Engaging with stakeholders, including private sector, government agencies, and research institutions.

Technical Requirements

The technical requirements include:

• Profiling of economic clusters and their value propositions.
• Development of interventions to promote investment and growth in identified clusters and niche sectors.
• Implementation of project management activities, including mobilization of partners and resources.
• Organizing and managing events to promote inner city industries and investment opportunities.
• Preparation of reports, including inception, implementation, and final close-out reports with impact and sustainability analysis.
• Engagement with stakeholders and facilitation of public-private partnerships.

Skills Requirements

The successful service provider must demonstrate the following competencies and team composition:

• Town and Regional Planning: A registered planner with SACPLAN and at least 10 years of experience in land use and infrastructure development.
• Economist: Minimum of 5 years’ experience in economic development and project implementation.
• ICT and Innovation Specialist: At least 5 years’ experience in ICT, innovation, and clustering approaches.
• Marketing and Events Management: A minimum of 5 years’ experience in marketing, event coordination, and stakeholder engagement.
• Project Management: A bachelor’s degree with proven experience in managing similar projects, producing financial and progress reports.

Additional skills include stakeholder facilitation, investment mobilization, spatial economic development, and private sector engagement.
