Objectives

The primary objective of this tender is to appoint a qualified service provider to coordinate economic clustering and promote niche industries within the Johannesburg Inner City. The provider will act as an implementing partner to manage projects that enhance key economic activities, attract investment, and support urban revitalization efforts aligned with the Inner City Economic Development and Investment Roadmap, as well as other initiatives such as the Presidential Johannesburg Working Group on Inner City and Townships.

Scope

The scope includes:

• Profiling economic clusters and their value chains in the Inner City.
• Recommending interventions to promote investment in these clusters.
• Project managing key events to showcase business excellence, tourism, urban management, and rejuvenation initiatives.
• Developing proposals for economic clustering, stakeholder engagement, and investment incentives.
• Fostering public-private partnerships and promoting niche sectors and talent attraction.
• Delivering comprehensive reports, including project rationale, approach, stakeholder database, and final documentation in multiple formats.

Technical Requirements

The service provider must:

• Demonstrate experience in project management, economic clustering, and investment mobilization.
• Profile economic clusters and recommend strategic interventions.
• Design and guide investor incentive packages (tax breaks, subsidies, funding sources).
• Foster collaborations among private companies, research institutions, and government bodies.
• Present a detailed methodology addressing chain analysis, incentives, and PPP promotion.
• Provide soft copies of reports in PDF and Word formats, and a USB with project documentation.
• Ensure compliance with relevant policies, including occupational health and safety, and adhere to project timelines (nine months).

Skills Requirements

The successful bidder must possess:

• Proven expertise in economic development, urban planning, and project management.
• Specialist skills in ICT and innovation, registered with the Institute of IT Professionals South Africa (IITPSA).
• Experience in stakeholder engagement, event management, and marketing for economic sectors.
• Strong analytical skills for cluster profiling and value chain analysis.
• Ability to develop strategic incentives and foster public-private partnerships.
• Minimum of 10 years’ experience in similar projects for key team members such as economists, planners, ICT specialists, and project managers.
• Team composition must include qualified professionals with relevant degrees and registration with professional bodies such as SACPLAN and IITPSA.
