Objectives

The primary objective of this tender is to appoint a turnkey contractor for the rehabilitation of the floating roof reservoir and filters at Hazelmere Water Treatment Plant (WTP). The project aims to ensure the structural integrity, operational efficiency, and safety of the water treatment infrastructure, with a focus on minimizing operational disruptions during rehabilitation.

Scope

The scope includes:

• Rehabilitation of the floating roof reservoir and associated filters at Hazelmere WTP.
• Execution of works in accordance with standard and specific project specifications.
• Execution of the work within a 10-month duration.
• Provision of all necessary resources, plant, equipment, and personnel.
• Coordination with existing infrastructure to minimize operational disruptions.

Technical Requirements

The technical requirements encompass:

• Compliance with uMngeni-uThukela Water Standard Conditions of Tender and project specifications.
• Achieving minimum functionality score of 70 points during evaluation.
• Adherence to scope of work, safety, quality assurance, and environmental management standards.
• Provision of detailed method statements outlining approach, methodology, risk management, and quality control.
• Preparation of preliminary programmes reflecting sequence and duration of works.
• Provision of relevant registration certificates (e.g., CIDB, ECSA, SACPCMP).
• Submission of quality management and environmental management systems, preferably ISO 9001 and ISO 14001 certified.
• Compliance with health and safety regulations, including submission of a safety plan and occupational health and safety declarations.
• Provision of a detailed schedule of plant and equipment available for the project.

Skills Requirements

The tenderer must demonstrate:

• Active CIDB grading of 7CE or higher.
• Registration of the civil engineer with ECSA as a Professional Engineer (Pr. Eng.) or Professional Engineering Technologist (Pr. Tech Eng.).
• Registration of the construction manager with SACPCMP as a Professional Construction Manager (Pr. CM).
• Experience in similar projects involving water treatment infrastructure rehabilitation.
• Proven experience of key personnel, including project engineers, construction managers, health and safety officers, and civil foremen, with relevant CVs and contactable references.
• Capability to supply and manage plant and equipment necessary for the project.
• Demonstrated understanding of operational processes, shutdown procedures, and risk management related to water treatment infrastructure.
• Ability to implement quality assurance and environmental management systems, preferably ISO 9001 and ISO 14001 certified.
• Strong health and safety management skills, including submission of safety plans and occupational health and safety declarations.
